Position Overview
ANSER is seeking a Program Analyst Nuclear Command Control and Communications (NC3)) to support the Office of the Assistant Secretary of Defense for Critical Technologies (OASD(CT)). You will provide engineering, technical, and program management support, help develop and maintain technology roadmaps, and engage with senior leaders across the Department of Defense, Joint Staff, Federally Funded Research and Development Centers (FFRDCs)/University Affiliated Research Centers (UARCs), industry, Combatant Commands (CCMDs), military component acquisition communities, and other federal agencies.
Day-to-Day Responsibilities
- Provide NC3 technical expertise to support strategic planning and program management activities.
- Assist in developing technology roadmaps, implementing strategies, and supporting strategy documents.
- Conduct technical assessments, review research and white papers, respond to DoD inquiries, and prepare reports and presentations for DoD leadership, Congress, industry, and academia.
- Develop technical guidance, high-level architecture, policy, training support, and engineering advisory materials for emerging technology transition.
- Collect and analyze information relevant to the Defense investment portfolio, workforce, infrastructure, and industry capabilities.
- Assist with quarterly surveys on CTA funding and industry capabilities to inform leadership and program managers.
- Coordinate with subcomponents, program offices, and the Intelligence Community (IC) to collect and analyze CTA-related information, including international partnerships and adversary activities.
- Consolidate data into a centralized repository for DoD RDT&E investments to enhance analytics and decision-making.
- Apply data modeling, integration of multiple data sources, AI, natural language processing, and data architecture development.
- Gather stakeholder requirements and design decision-ready dashboards and real-time decision support tools for DoD stakeholders.
- Support technology transition to military services or the commercial sector and advise on transfer instruments.
- Provide mission support through data architecture, modeling, analytics, and knowledge management, and submit monthly status reports on dashboards and data model development.
Required Qualifications
- Active Secret clearance
- Masters in a relevant hard science/engineering field (Physics, Materials Science, Electrical Engineering, Computer Science) or Bachelors in a relevant field. Will consider a Bachelors degree with an additional 5 years of relevant experience.
- 7 years of technical program/project management experience including experience in acquisition, procurement, finance, or business operations applicable to government programs.
- Knowledge of DoD Nuclear C3 systems, with background in C3 system design or operational implementation.
- Demonstrated analytics skills and ability to communicate with senior DoD and USG leaders, including preparing executive-level briefings and reports; experience in executive-level project, operational, and senior leader stakeholder engagement.
- Familiarity with Advana systems for data architecture, automation, and data model development, or similar tools such as DataBricks.
- Proficiency with modern office tools, including Microsoft Word, Excel, PowerPoint, and SharePoint.
Preferred Qualifications
- Experience in strategic-level staff environments, including OASD(CT).
- Experience supporting complex analytics projects with multiple stakeholders and cross-functional teams.
- Understanding of DoD acquisition processes and Planning, Programming, Budgeting, and Execution (PPBE).
