Position Overview: ANSER is seeking a Contract Specialist (Research & Development) to provide direct support for an Intelligence Community customer. This role will support research and development procurement activities. You will provide senior-level contracting expertise across pre-award and post-award phases to enable complex research initiatives.
Day to Day Responsibilities:
- Support development and execution of acquisition strategies for research procurements.
- Prepare and review solicitation documents and contract modifications.
- Conduct cost and price analyses to support evaluation of offers.
- Review contractor cost breakdowns and supporting documentation.
- Support source selection activities and evaluation processes.
- Monitor contract performance and support post-award administration through closeout.
- Interpret acquisition policies and provide guidance to program offices.
- Prepare briefing materials for senior leadership.
Required Qualifications:
- Bachelors degree.
- Minimum 10 years of experience supporting Federal contracting activities.
- Demonstrated knowledge of Federal Acquisition Regulation procedures.
- Demonstrated experience supporting cost and price analysis.
- Demonstrated experience supporting contract administration through closeout.
- Active Top Secret / Sensitive Compartmented Information clearance with polygraph.
Preferred Qualifications:
- Experience supporting research and development procurements.
- Experience supporting source selections within the Intelligence Community.
- Experience supporting a demanding, fast-paced customer environment requiring flexibility, professionalism, and attention to detail.
- Strong written and verbal communication skills.
