Summary of Excellence:
The Compliance Officer is responsible for the design, implementation, and ongoing oversight of the Bank’s Compliance Management Program (CMP). The Compliance Officer oversees the Bank’s compliance function by staying current on evolving laws, regulations, and industry best practices, and by ensuring the CMP is appropriately risk-based, effective, and aligned with regulatory expectations. This role serves as the primary advisor to management and the Board on compliance matters, keeping staff informed of regulatory updates and ensuring operational policies, procedures, and practices comply with applicable state and federal requirements. The Compliance Officer proactively evaluates regulatory and operational changes, recommends enhancements to the CMP, and supports implementation to maintain regulatory integrity. In addition, this position is responsible for developing, administering, and monitoring Bank-wide compliance training to promote a culture of awareness, accountability, and adherence.

Essential Duties and Responsibilities:
Develops, implements, and oversees a risk-based compliance program with responsibility for the annual compliance risk assessment.
Conducts compliance reviews and ongoing monitoring in accordance with established standards and practices.
Keeps abreast of, monitors, and analyzes regulatory trends and changes in regulatory compliance laws, rules, and regulations. Determines which regulations the Bank is subject to and advise management of operational impact of such trends and changes.
Develops, reviews, and recommends risk-based changes to Bank policies and procedures for compliance with applicable regulatory laws, rules, and regulations.
Researches regulatory matters as needed. Provides written responses to inquiries of a regulatory nature, supporting analysis, conclusions, and recommendations upon well-investigated and documented research of regulatory requirements.
Reports regulatory matters, concerns, annual risk assessments, and overall compliance conditions of relevant departments, operations, or functions within the Bank to the Audit Committee of the Board of Trustees and/or Senior Management.
Coordinates and provides compliance support of internal audits, regulatory examinations, and independent reviews, including preparation, response management, and follow-up on compliance-related findings, in collaboration with the Bank Risk Officer and Audit Manager.
Manages, coordinates, and monitors the timely remediation of compliance deficiencies cited in regulatory reports and audit results. Oversee the tracking of audit and examination findings, performing critical analysis to assess the significance of identified internal control weaknesses and the adequacy of management’s proposed solutions.
Participates in new product development and provides input regarding compliance concerns relevant to proposed and current products and services offered by the Bank.
Approves the scope, plan, and procedures performed by outsourced auditors.
Reviews Bank advertising and marketing materials, disclosures, and notices for compliance.
Develops and oversees a comprehensive Compliance Training Program that ensures adherence to applicable laws, regulations, and internal policies.
Other Duties and Responsibilities:
Participate or be a member of Bank committees as determined by the Bank Risk Officer.
Be an active member of external compliance committees and organizations.
