Epsilon Systems is seeking a full-time Senior Manager, Quality Assurance & EHS for the SRS West Sector.
Summary: As assigned by the QA & EHS Director, manage the quality assurance, weld qualification, NDT, environmental, health and safety (EHS) functions for work performed out of our National City, CA and Pearl City, HI locations. Provides QA/Weld Qual/NDT & EHS support and oversite for all government and commercial contracts for SRS National City and SRS Pearl City.
Duties and Responsibilities:
Reports to Director of Quality for all assignments and supervision
Works closely with the General Manager of SRS California and General Manager SRS Hawaii to provide support for those locations
Provides management oversight of QA, Weld Qual, NDT, EHS and production related to quality assurance, weld, NDT and safety requirements.
Provides Project QA, Weld, NDT and EHS technical support and compliance oversite.
Complies with and accomplishes all responsibilities defined for QA, Weld, NDT, and EHS roles as identified in Epsilon SRS QMS.
Oversees the establishment of basic Test and Inspection Plans for projects.
Manage the Quality Assurance Manager
Manage NDT Level III / Weld Program Manager
Manage EHS Administrator and Technicians
When necessary, provide jobsite oversite to ensure proper support and compliance
Ensure in-process work surveillances, safety surveillances are completed and conduct final work-package review after work-completion.
Perform internal audit/surveillances to monitor compliance with company procedures and perform external audits to evaluate supplier suitability for use.
Prepare Corrective Action Requests, and Preventative Action requests as related to production work to ensure compliance with established policies, procedures and work instructions.
Assist Program Managers, Project Managers, and Supervisors/Foreman in the understanding of Epsilon QMS, NAVSEA Standard Item and other customer related requirements to ensure work is conducted accurately and safely.
Develop written procedures for Safety, Hull, Mechanical, and Electrical Trades work and tasks
Monitors compliance with company Quality, Weld, NDT and Safety & Environmental Management Systems, Workmanship standards and Customer requirements.
Develop safety, quality control and inspection procedures for inclusion in test and inspection plans for production Work-Packages.
Define test standards and specify test equipment associated with requirements established in test and inspection plans.
Schedule and Conduct Safety/Weld/NDT/Quality Assurance inspections, In-Process Audits and Surveillances.
Perform Audits and evaluations of Suppliers/Subcontractors.
Review QA/Safety control requirements with customer representative to assure compliance with requirements.
Review contractually required quality/safety documentation for accuracy and completeness for project/job/contract completion.
Oversee Maintenance of OQE records retention.
Conduct, document and maintain training program required by QMS
Perform all other duties as assigned by the QA & EHS Director
Job Requirements:
High school diploma or GED and specialized training and certifications in Quality Assurance with 20 years Quality Assurance experience, 10 years total waterfront experience with 10 years Quality Assurance management experience
Ability to obtain and maintain access to Naval Bases and Shipyards for performance of job duties.
Must be proficient in Microsoft Office programs including but not limited to Word, Excel, Power Point and Access.
Preferred Job Requirements:
Bachelor’s degree and 10 years’ waterfront Quality Assurance Management experience.
Bachelor’s Degree may be substituted with a completed Maritime Trade School / Apprenticeship with 15 years waterfront Quality Assurance management experience OR 4 years' military service with specialized training and certifications in Quality Assurance Management with 15 years QA Management experience.
Quality Assurance Inspector and Quality Assurance Auditor certifications
Job Training:
Safety, Quality Assurance and NAVSEA Standards for shipboard work.
Knowledge:
Knowledgeable in shipyard, maritime, and commercial work practices, quality assurance, safety, environmental, welder qualification, NDT, Metal-work and contracting methods.
Knowledge of Navy ship repair processes and procedures.
Knowledge of OSHA Regulations for Shipyard Employment, NAVSEA Standard Items, Joint Fleet Maintenance Manual (JFMM), NAVSHIPS Tech Manuals (NSTM), and DOD Standards, Military Specifications, Performance Standards, and other customer related specifications and standards
Knowledgeable in all aspects of workplace Safety.
Knowledge of the practical application of engineering science and technology. This includes applying principles, techniques, procedures, and equipment to the design and production of various goods and services.
Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications.
Knowledge of raw materials, production processes, quality control, costs, and other techniques for maximizing the effective fabrication or manufacture and distribution of products.

Pay Range:
The pay range for this role is $110,000 - $140,000 annually. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
Physical Requirements/Work Environment:
Must be able to physically access ships, small craft, and submarines.
Must be able to operate in: confined Spaces, noisy environment, heavy Industrial conditions, high traffic areas, office environment, meetings and multiple locations.
Must be able to lift, carry and move objects at least 25 lbs. in weight.
Must have good visual acuity and manual dexterity.
