POSITION DESCRIPTION

TITLE: Engineering and Planning Manager

REPORTS TO: Director, Technical Services

FLSA STATUS: Exempt

PAY RANGE: $110,000.00-$115,000.00 Anually DOE

FT / PT STATUS:Full Time

LOCATION: Virginia, or Washington

SUMMARY

Collaborate and communicate with project teams to prioritize development and oversee engineering plans, material identification and requisition, and technical work instructions (TWI) for shipboard and shop manufacturing. Provide engineering services for assigned project/production teams and perform technical reviews of material identification and TWIs to ensure technical accuracy. Provide engineering services to support continuous improvements, training, and facility initiatives. This position also includes conducting regional on-site reviews of shops, laydown and equipment sites, and ships, performing work reviews with customers, proper filing, providing accurate work status, and other duties as assigned.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Technical Work Instruction and Material Development - (Core Function)
  • Oversee and assist with development of TWI for shop and shipboard production use.
  • Maintain status of each TWI throughout development.
  • Determine and verify TWI's capture all technical requirements.
  • Review work specifications and related drawings to verify technical requirements are incorporated for trades use.
  • Ensure TWIs developed incorporate engineering instructions for reducing safety risks when executing shop and shipboard work.
  • Ensure drawings developed to support manufacturing, prefabrication, testing, and shipboard work are technically accurate.
  • Conduct regional on-site shop and shipboard reviews.
  • Oversee and assist with identification and development of job material list.
  • Assist with determining material sizes and quantities required.
  • Resolve technical specification conflicts or provide technically approved substitutes.
  • Ensure material identified for project/production use is technically accurate before procurement.
  • Work with production teams to develop repair/replacement plans.
  • Work with project team members to maximize productivity and efficiency.
  • Prioritize TWI development to suit project team's needs.
  • Provide technical requirements and assist in interpreting standards, specifications and manuals.
  • Ensure work meets quality standards and is done safely.

SUPERVISORY RESPONSIBILITY

  • Prioritize and assign work to engineering personnel.
  • Set clear expectations when assigning work to engineering personnel.
  • Establish annual performance goals and conduct quarterly performance reviews with engineering personnel.
  • Communicate personnel issues (i.e., injuries, behavioral, etc.) to direct supervisor.
  • Ensure engineering personnel time is certified each pay period.
  • Use accountability to recognize and address performance of engineering personnel.

KNOWLEDGE, SKILLS, ABILITIES & ATTRIBUTES

  • Advanced computer experience to include high proficiency with Microsoft Office and Adobe Acrobat Programs.
  • Proficient communication skills both oral and written.
  • Thorough, well organized, systematic, and meticulous recordkeeping.
  • Ability to effectively work with a variety of other people, especially other company personnel.
  • Knowledge of NAVSEA Standard Items.
  • Familiarity with Government publications and standards for specifications and manuals.
  • Working knowledge of Naval Ship repair & installation practices, specifically welding and fitting.

EDUCATION AND EXPERIENCE

  • Bachelors degree in Engineering required.
  • Minimum four (4) or more years working in a shipyard production environment, preferably in US Navy repair or new construction shipyards.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS

  • Most work is performed in an office environment. Regular and infrequent visits are made to contractor work sites and aboard vessels, barges, crafts, and ships. Climbing, bending, stooping, and crouching are required during scoping, fact-finding, inspections, and review of contractor's operations and work. Hard hats and other necessary safety equipment/gear are required on these visits.
  • Required to travel occasionally both locally and to other geographical areas as required. Work may sometimes require ship board checks, meetings and inspections.

  • Computer, telephone, fax machine, copy machine, adding machine, scanner, computerized project management and tracking software.
