POSITION SUMMARY:
The Director of Human Resources plans, develops, implements, administers and evaluates policies and programs concerning organizational planning, employee recruitment, training and development, employee relations, compensation programs, employee benefit programs, employee services, ensures compliance with all governmental rules and regulations and advises senior management on human resource issues. The incumbent will also be responsible for strategic human resource planning to support the objectives of the organization and foster an employee-focused culture as well as introducing lean principles to Human Resources activity thereby reducing expenditures. safety, health and environmental matters.
ESSENTIAL JOB FUNCTIONS:
- Develop staffing strategies and programs to identify talent within and outside the corporation for skilled trades and professional positions. Identify appropriate and effective external sources for talent acquisition at all levels within the company. Conduct and coordinate Executive Recruitment.
- Continue improving the programs, policies, practices and processes associated with meeting the strategic and operational people goals of the organization. Ensure that the skills, knowledge, abilities and performance of employees meet current and future requirements of Burger.
- Identify and develop relationships with third party skilled trade staffing agencies that understand and meet Burger’s requirements to supplement Burger’s workforce to support production schedules.
- Develop and deliver training that meets the objectives of the organization across a range of initiatives including orientation, leadership development, union avoidance, harassment, performance appraisal, safety and Lean.
- Develop compensation and benefit programs to provide motivation, incentives and rewards for effective performance and to provide programs which utilize an employee and company partnership for the health and welfare of both the organization and its employees.
- Collaborate with departments to establish and maintain salary grades, administer salary reviews, adjustments, promotions and associated processes. Propose annual salary and benefit changes as may be necessary and benchmark all programs and practices against relevant comparable companies, industries and markets.
- Establish personal credibility throughout the organization with management and employees to be an effective listener and problem solver of people issues.
- Direct and coordinate activities that promote and maintain an employee focus, as well as establish an employee relations process of partnership with our employees.
- Define all HR programs and the authority/responsibility within those programs. Provide necessary training and education to ensure the optimum understanding, utilization and compliance with those programs.
- Develop and maintain personnel policies and procedures that comply with State and Federal Laws and are consistent with corporate philosophy. Monitor and measure employee and management compliance with these policies.
- Remain current on government regulations affecting company policies and human resource practices. Supply the Corporate office with the EEO-1, Vet-100, and Affirmative Action Plan (AAP) information.
- Develop, maintain, oversee and implement training and safety programs in compliance with government regulation (OSHA log, First Report of Injury, Light Duty Work).
- Manage and mentor the work of human resource employees to ensure efficient operation of the department. Provide technical advice and knowledge to these employees to foster growth within the human resources department.
- Manage the budget and other financial measures of the Human Resources Department. Monitor the financial effectiveness and improvement of current and proposed human resource programs.
POSITION AND DECISION MAKING:
- This position reports directly to the CFO and has the HR Generalist and Recruiting Specialist as direct reports.
- Exercise judgment consistent with Burger’s mission, vision and code of business conduct on a regular and continuous basis. Assume full responsibility for appropriate decisions, consequences, and results having an impact on Burger, its staff, vendors and the quality of service within the assigned operational area.
QUALIFICATIONS:
- Bachelor’s degree with a preference for a degree in Human Resources.
- 10-15 years of related Human Resource management level experience in a manufacturing environment. SPHR certification a plus.
- Able to effectively communicate positively and effectively with all internal employees from entry-level to Executive as well as external resources such as but not limited to: applicants, attorneys, insurance carriers, brokers, community organizations, recruiters, federal, state, and local government officials.
- Ability to listen without bias to learn and understand the real meaning of what’s being said by others who may not be as skilled at presenting their ideas. Able to help such individuals clearly communicate their point(s). Ability to respond effectively to the most sensitive inquiries or complaints as well as maintain a high level of confidentiality.
- Anticipates problems, is proactive and targeted in presenting solutions rather than waiting for problems to appear.
- Ability to lead project teams to successful conclusions including diverse and multiple team members throughout the organization.
- Ability in organizing own time and setting priorities in a frequent meeting environment. Lead multiple meetings requiring significant insight and consensus creation.
- Proficiency in creation and use of metrics and ability to mentor others in the requirement to measure performance at all levels and against objectives and budgets.
- Experience with disciplinary and termination processes, severance agreements, unemployment hearings, mediation/arbitration, Workers’ Compensation Hearings, OSHA Inspections, wrongful terminations and Employment Law.
- Effectively lead, train, coach and mentor staff.
- Proficiency with Human Resources Software, specifically ADP Workforce Now software and Microsoft Office Products Suite.
- Comply with all shipyard safety rules and PPE requirements as well ensuring all clients, guests, visitors, and Owner’s Representatives understand and comply with all safety rules and PPE requirements.
PHYSICAL REQUIREMENTS:
Sitting at desk in office environment for an extended period while working on a PC. The employee is occasionally required to stand, as well as walk, climb, and visit all company locations including all levels of boats during all phases of construction. Occasional light lifting is likely for moving and carrying boxes and records. Production area visits are frequent, but typically short in duration. The employee is occasionally exposed to fumes or airborne particles, and the noise level is usually moderate.
