Department: Historic Preservation, Planning & Building
Reports to: Historic Preservation & Planning Director
FLSA: Non Exempt
Grade: 40
SUMMARY: Under the direction of the Historic Preservation and Planning Director, and in close collaboration with the Public Works Director, the Land Use Code Compliance Officer enforces the Town of Telluride Municipal and Land Use Codes related to zoning, development, construction mitigation, and property maintenance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Municipal and Land Use Code Enforcement
Enforce Municipal Code and Land Use Code ordinances and regulations, including violations related to: construction mitigation plan compliance; construction parking; land use and development; right of way excavation; traffic control; zoning; right of way obstructions and encroachments; sidewalk snow removal; snow removal parking compliance; wetland regulations; sign regulations; fence regulations; and private property nuisance/maintenance
Respond to complaints and inquiries; conduct drive-by or on-site field investigations to identify, document, track, and seek compliance with municipal and land use code violations
Initiate contact with property owners, contractors, business representatives, and other parties to explain the municipal codes, ordinances, and community standards
Prepare notices of violation for noncompliance and citations according to applicable codes and regulations and issue them to property owners and other responsible parties
Assist in enforcing building code violations and issuing stop work orders
Document violations by securing photographs and other pertinent field data
Maintain confidentiality with sensitive information
Other tasks and special projects as assigned
Administrative
Maintain files, databases, and records related to citations and violations
Make use of Town’s permitting platform and records for compliance reference
Research ownership records and prior complaints
Conduct follow-up actions including the preparation of correspondence, site visits, and communication with property owners or other responsible parties
Prepare quarterly summary reports related to regulatory compliance activities
Meet with Town planning, public works, and law enforcement staff, and Town legal counsel regarding complaints
Participate in recommending, developing, and administering policies, procedures, and projects to ensure efficient and effective regulatory compliance and code enforcement activities
Perform a variety of public relations and educational outreach work related to municipal regulations
Testify in court or administrative hearings
Safety
Work safely to prevent accidents
Demonstrate compliance with all Town safety procedures, regulations, and policies
Wear all necessary Personal Protective Equipment (PPE)
MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):
High school diploma or equivalent; valid driver’s license; applicable training, education or experience in land use compliance, code enforcement, construction management, or any equivalent training, education or experience, preferred.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Knowledge of: Local codes and regulations; report preparation; filing methods; records management techniques.
Skill in: Working and communicating effectively with the public; computer proficiency; effective written and oral communication; de-escalation and maintaining composure in stressful situations; providing fair and consistent interpretations and enforcement; conflict management and resolution; problem solving; teamwork; investigation; time management; documentation; public relations; and education and outreach.
Environmental Factors:
Work is performed indoors and outdoors, with the majority of duties being performed outdoors subject to adverse weather conditions. Duties performed indoors are in an office setting.
Physical Factors:
While performing the duties of this job, the employee is required to complete sustained periods of walking/physical exertion. May occasionally be required to lift and/or move items weighing up to twenty (20) pounds.
