Description:
The Program Manager (PM) will serve as the principal contractor interface and overall project leader for the sustainment and enhancement of the GEOMAP cloud-based geospatial enterprise application, supporting the U.S. Air Force Civil Engineer community. The PM will oversee all contract operations, lead cross-functional DevSecOps teams, and ensure compliance with all PWS deliverables, cybersecurity requirements, and stakeholder engagement objectives.
This is a strategic leadership role with both operational oversight and technical coordination responsibilities, ensuring the delivery of a secure, high-performing, and mission-ready geospatial platform hosted in AWS Cloud One environments (IL2, IL5, IL6).
ResponsibilitiesProgram & Contract Execution- Serve as the Contractor’s single point of contact (POC) to the Government for all technical, schedule, cost, and performance matters
- Provide oversight for all PWS tasks, including Agile development, cybersecurity, testing, help desk operations, and deployment support
- Manage program schedules, resources, risks, and quality assurance in alignment with government priorities
- Ensure compliance with all Contract Data Requirements List (CDRL) deliverables and documentation standards
- Lead the development and maintenance of a detailed Program Management Plan (PMP) and all associated reporting artifacts
- Lead a cross-functional team of developers, engineers, cybersecurity analysts, and help desk staff
- Facilitate Agile methodologies including Scrum, Kanban, and sprint planning ceremonies
- Coordinate performance across Capability Delivery Teams (CDTs), Functional Management Offices (FMOs), and subcontractors
- Oversee compliance with all DoD cybersecurity policies including: NIST 800-53, AFI 17-101, DoDI 8500.01, STIG/SRG implementation
- Support for RMF ATO maintenance, SCAR reviews, and vulnerability mitigation
- Track and report all vulnerability and defect remediation (e.g., Cat 1/2 bugs) using government-furnished systems
- Direct contract phase-in/phase-out activities including personnel onboarding and knowledge transfer
- Ensure smooth transition from legacy AFGIMS systems if required
- Oversee sustainment of platform operations across NIPR and SIPR environments
- Lead and document weekly program reviews and ad hoc meetings with the Government PMO
- Provide strategic guidance and serve as the voice of the contractor team to the Government
- Respond to taskers, data calls, and deliverables with timely, accurate, and stakeholder-aligned inputs
- 10+ years of experience managing DoD/Federal software development or IT programs
- Proven record as a Government-facing Program Manager on a contract of similar size, scope, and complexity
- Hands-on experience leading Agile DevSecOps teams, especially in a cloud-based (AWS) environment
- Strong understanding of DoD cybersecurity policy, cloud ATO processes, and RMF compliance
- Experience overseeing delivery of CDRLs, technical documentation, and performance metrics (e.g., CPARS criteria)
- Experience supporting Air Force IT programs (e.g., CE systems, AFLCMC portfolios)
- Prior involvement in managing or transitioning systems on AWS Cloud One IL5/IL6
- PMP certification and/or SAFe Agile leadership credentials
- Experience with geospatial applications (Esri/ArcGIS), cloud modernization, or DevSecOps implementation
- Familiarity with legacy Air Force geospatial platforms such as AFGIMS
- Bachelor’s degree in Information Systems, Engineering, Business, or related field (Master’s preferred)
- PMP certification or equivalent Agile PM credentials highly desired
- Active DoD 8140/8570 baseline certification (e.g., Security+, CISSP) preferred for understanding cyber integration
- Primarily remote with limited on-site work at Government facilities as needed
- Occasional travel to Maxwell AFB, Langley AFB, or San Antonio for classified work or in-person reviews
- Participation in SIPRNet activities may require physical presence at a SIPR-enabled facility
