Harm Reduction Program Manager at Alliance for Positive Health – Albany, New York
About This Position
Job Summary: The Harm Reduction Program Manager works within a Harm Reduction framework to oversee and implement comprehensive risk reduction services aimed at improving the health and well-being of people who use drugs. This position is responsible for developing and maintaining culturally competent, high-quality programs that meet regulatory standards and promote participant satisfaction. The Harm Reduction Program Manager ensures program goals and objectives are achieved through effective staff supervision, quality assurance, and coordination of services.
Major Activities:
- Incorporate best practices regarding confidentiality into all job duties and communications in accordance with HIPAA, Article 27-F, and agency policies.
- Ensure staff are trained on, and consistently adhere to, all confidentiality policies and procedures.
- Provide supervision on a regular basis to designated staff. Ensure that all staff receive training, timely performance appraisals, and appropriate corrective action when warranted.
- Assure best practices in service delivery and program operations. Develop and implement strategies to increase engagement and retention in agency services. Ensure that the Transtheoretical Model of Behavior Change and Harm Reduction principles are integrated into all aspects of service provision.
- Conduct quality assurance review and provide feedback to staff to ensure deliverables meet funder and agency standards. Review reporting forms and client files completed by staff to ensure documentation is thorough, complete and in compliance with program standards.
- Coordinate and/or submit services documentation, client health indicator, contact, history and other data requirements and outcomes reporting in accordance with program standards. Ensure effective communication of client health information among internal and external interdisciplinary teams.
- Meet required outcomes set by funding sources and implement corrective action plans when targets are not met.
- Develop and implement strategies to engage hard-to-reach populations including enhanced outreach. Network with community service providers serving people who use drugs to increase accessibility of syringes and maintain and implement effective referral mechanisms.
- Serve as a member of the Harm Reduction leadership team. Participate productively and proactively by identifying gaps in services, client and community trends/issues, training needs of staff/clients and recommending strategies regarding best practice and policy implementation.
- Approach all interactions with sensitivity and respect for diverse backgrounds while ensuring equitable access and support for vulnerable populations.
- If applicable to the program, must be willing to be trained in and familiar with testing, the testing program and CTR process, targeted outreach and driving the testing van for agency events.
- Represent the Alliance for Positive Health at community meetings, conferences, and other events, as applicable.
- Perform other duties as assigned.
Qualifications:
- Associates Degree in Human Services preferred, unless required by the grant.
- Four years of experience in human services field; two of which must be in a supervisory capacity.
- 1-2 years of experience working with population we serve
Travel - Must have independent means of transportation and be able to travel throughout catchment area per program(s) needs. Managers are required to spend a minimum of one day per week in the assigned office of direct reports if different from managers’ assigned office.

- Knowledge of best practices as applicable to assigned programs and services.
- Ability to assess and evaluate community trends and recommend adaptation to service delivery. Receptiveness to community feedback and input.
- Ability to build and support team rapport.
- Ability to maintain professional boundaries within agency and grant guidelines, as well as with clients and external service providers.
- Bilingual a plus
Sign-on bonus of $1000 to be split ($500 upon higher and $500 at the successful completion of the 6-month introductory period)
