Street Laborer (Public Works)

Purpose:

Under general supervision from the Public Works Operations Superintendent and Public Works Operations Assistant Superintendent, performs semi-skilled work involving

the operation of traffic paint line striper, general labor and snow removal operations in the city right-of-way's and at the Newton Sanitary Landfill.

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Loads and unloads paint buckets.
Operates a line laser pain machine painting lines and symbols overnights.
Operates mowers and weed eaters to cut grass and weeds.
Picks up fallen limbs, debris, and performs similar manual labor, operates chain saws.
Sets up traffic control when work is in traffic zones in street right-of-ways.
Operates equipment such as compressor, jackhammer, concrete saw, spray injection asphalt patching machine used in the repair
of streets; pours concrete, replaces and patches streets.
Assists with building curbs and storm sewer inlets.
Assists with repairs and erects street signs; use of MUTCD and ASHTO standards.
Operates hydro seeder and turf preparation equipment.
Assists with snow removal operations.
Assists with general construction.
May work nights, evenings or weekends when increment weather, emergencies, or other situations require working these hours; shall be available to respond in emergencies or unusual situations outside of the normally assigned work period.
Helps other personnel in other divisions of public works.
Assists with landfill operations including mowing, weed whacking, picking up windblown litter.
Performs job functions adhering to safety guidelines and policies set by administration and/or supervisor.
Performs other duties as assigned.

Qualifications:

Knowledge and Professional Certification: Requires a high school diploma, GED or equivalent.

Knowledge of potential operating hazards and of applicable safety precaution; knowledge of the methods, practices and materials

used in road construction; skill to adjust to changing situations, priorities and deadlines while maintaining efficiency and effectiveness;

ability to make minor adjustments and repairs on equipment used;ability to perform moderately heavy work for extended periods of time.

Desired Job-Related Experience:

One year or more of experience in construction; knowledge of public grounds and facilities maintenance.

One year or more of experience in plowing snow with a pickup and plow.

Human Relations:

Ability to establish and to maintain an effective working relationship with supervisor, subordinates, state, county, and municipal elected officials,

employees at all levels within the organization and members of the community; ability to interact constructively with the general public and landfill customers;

ability to understand and follow both written and oral instructions.

Working Conditions:

Operates equipment with varying degrees of noise and vibration; ability to perform moderately heavy work for extended periods of time and lift up to (50) pounds.

Typically bends, stoops, and crouches on a regular basis to perform inside or outside work in all kinds of weather conditions during day and night hours.

Physical Conditions:

Must be able to kneel, squat, and climb ladders to perform storm sewer intake repair work.

Must be able to work on signs overhead.

Must be able to step up 18 inches into employer's equipment using 3-point contact for safety.

Must be able to read and write, and understand oral instructions.

Additional Requirements:

Must be 18 years of age. For those tasks where personal or City vehicle is used, individual must be physically capable of operating the vehicle safely.

Requires possession of a valid Class C Iowa Driver's License.
