About This Position
The Deputy Director of Victory Housing is accountable for the overall coordination of any administrative, clinical, financial and operational services/systems for the Low Threshold Permanent Housing Programs and Low Threshold Transitional Housing/Shelter Programs within the Housing Division. VPI's low threshold programs primarily serve individuals struggling with homelessness, active substance use, and mental health, who may also face multiple barriers to housing. The Deputy Director of Victory Housing reports to and is supervised by the Director of Victory Housing.

Essential Functions:
Operational Oversight & Compliance
- Ensure all assigned programs operate in strict compliance with federal, state, and city statutory and contractual requirements.
- Oversee the compliance and adherence to the Administrative Policies and Procedures and Employee/Safety Handbook, ensuring all staff are oriented and policies are consistently applied.
- Review and maintain expert knowledge of all contracts, and program-specific mandates to ensure sound daily operations.
- Collaborate with the fiscal department on budget preparation, contract amendments, and grant applications for city, state, and federal funders.
- Implement internal controls and review processes for staff records, training, and client policies to maintain total quality management and service excellence.
Leadership & Development
- Lead the full lifecycle of employment (hiring, supervision, evaluation, promotion, and termination) for Program Directors, Coordinators, and Managers.
- Develop and evaluate ongoing staff training plans;
- Actively participate in the Leadership Team, assigned workgroups, and required staff meetings.
- Attend weekly supervision with the Director of Victory Housing to ensure alignment with agency goals.
- Coordinate the clinical and administrative components of services to meet the agency's "Standards of Excellence" and philosophy of care.
- Oversee the implementation of Division -wide quality improvement plans and provide feedback to enhance service delivery.
- Liaise with HR, Facilities, Planning, and Fiscal departments to ensure programs function at peak operational efficiency.
- Monitor and sustain program occupancy goals and oversee the general management of tenant rights.
- Provide oversight for tenant lease-ups, recertifications, and housing-site compliance in accordance with funder requirements.
- Provide on-call backup support to the Housing Division as needed.
- Work closely with the Director of Housing to support the broader housing division’s goals.
- Represent Victory Programs to the community and maintain professional affiliations to support a comprehensive continuum of care for participants.
Non-Essential Functions:
- Support agency fundraising and development activities.
- Perform any other request that may from time to time be made by the Director of Victory Housing.
Qualifications:
- Master’s degree in Counseling, Social Work, Rehabilitation Counseling, or a closely related field or Bachelor’s degree in a relevant field paired with management or clinical training, plus 3+ years of experience supervising multiple reports.
- Minimum of 3 years of experience in residential services, including direct interaction with federal, state, and local housing programs.
- Understanding of federal, state, and city housing contracts, programs, and public policy.
- Working knowledge of HIV and Substance Use Disorders (SUD).
- A strong commitment to Harm Reduction philosophy; specialized experience in addiction services or working with individuals experiencing homelessness is a significant plus.
- Demonstrated ability to coordinate services and network effectively with healthcare and human services providers.
- Exceptional written and verbal communication skills with a proven track record of high-level organizational and financial management.
- Proficiency in Google Workspace and Microsoft Office Suite (specifically Word and Excel).
- Ability to drive results independently while contributing effectively to a multidisciplinary professional team.
- Access to reliable transportation to ensure seamless travel between various program sites.
- Current TB assessment and CPR certification (required; may be obtained upon hire).
- Ability to provide three strong professional references, including at least two from previous supervisors or managers.
Compensation & Benefits
Victory Programs is committed to paying competitive wages. To increase equity, because we know that salary negotiations tend to have an unfair bias, we do not participate in a salary negotiation process for any exempt candidate. We will make our best offer, and it will be the same regardless of the candidate. The annual starting salary for the Deputy Director of Victory Housing is $110,000. This position meets the exemption requirements as defined by state and federal law. Exempt employees are paid on a salaried basis, and their salary is intended to constitute their entire regular compensation, regardless of the number of hours they work; therefore, exempt employees are not eligible for overtime pay.

Victory Programs offers a generous paid time off package to employees working 20+ hours a week including vacation, sick, and personal time as well as holidays. Upon hire, employees working 20+ hours a week are entitled to up to: 4 personal days, 160 sick hours, 10 holidays and 3 1/2 weeks of vacation. These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
