Position Information:

BreakForth Solutions Company is seeking a Junior Budget Specialist to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO), Budget Management Directorate (BMD). The candidate will provide entry-level analytical and administrative support for the lifecycle management of incoming and outgoing Reimbursable Agreements (RAs) within a federal financial management environment. Experience working in Federal IT organizations is preferred. 

Essential Functions

This role will be responsible for performing tasks such as but not limited to:

  • Support the intake, review, and validation of reimbursable agreement packages, ensuring required documentation is complete andaccurate.
  • Review funding data, periods of performance, and agreement terms for consistency and compliance with establishedfinancial managementpolicies and procedures.
  • Assistin validating agreement information within RAMS and UFMS to ensure proper recording and execution.
  • Upload andmaintainrequired documentation in RAMS and related systems, includingTreasury 7600A and 7600B forms,Apportionment letters and supporting funding documentation, and other agency specific documentation.
  • Ensure agreement files are complete, organized, and audit-readyin accordance withinternal controls andrecordsmanagement standards.
  • Maintain tracking logs, dashboards, and status reports within RAMS or other designated tracking tools.
  • Coordinate with internal stakeholders to obtain required agreement information, resolve discrepancies, and clarify funding details.
  • Support engagement with external federal partners through G-Invoicing to facilitate agreement processing and resolve system or data discrepancies.
  • Assist in responding to routine inquiries regarding agreement status, funding availability, and obligation tracking.
  • Assist in monitoring obligations within UFMS to ensure funds are properly recorded and aligned with agreement terms.
  • Support reconciliations between RAMS, UFMS, and G-Invoicing to identify and resolve inconsistencies.
  • Escalate discrepancies or issues to senior analysts for resolution.
  • Prepare routine status updates and summary reports for leadership on agreement execution, funding status, and processing timelines.
  • Contribute to data accuracy and integrity through consistent review and validation practices.
  • Provide general analytical and administrative support to enhance the efficiency and compliance of reimbursable agreement administration.

Education/Skills/Experience Requirements:

  • Minimum Education:Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Economics, or a related field
  • Minimum of three (3) years of relevant experience supporting federal budget, financial management, reimbursable agreements, or related administrative functions.
  • Experience working with federal financial management systems (e.g., UFMS or similar core financial systems).
  • Familiarity with reimbursable agreement processes, interagency agreements, or Treasury 7600 A/B forms.
  • Experience supporting data tracking, document management, and reconciliation activities.
  • Strong attention to detail and ability to review financial documentation for accuracy and completeness.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Strong organizational and documentation management skills
  • Ability to work independently under supervision
  • Effective written and verbal communication skills
  • Ability to manage multiple tasks in a deadline-driven environment

Desired Knowledge/Skills 

  • Experience supporting federal financial management environments.
  • Familiarity with RAMS and/or G-Invoicing.
  • Basic knowledge of federal budget execution principles, including obligations, apportionments, and funding availability.
  • Experience supporting audit readiness or internal control compliance efforts.
