Job Summary

Blackrock Strategy LLC is seeking a part-time Planning & Project Support Specialist to support the National Park Service (NPS) Denver Service Center (DSC) in Lakewood, CO. This remote role requires experience in geographic information systems (GIS) and a background in the social sciences or related fields. The specialist will assist with analytical tasks, planning research, technical writing, and meeting coordination across a wide range of NPS planning efforts. This includes general management plans, visitor use management plans, resource stewardship strategies, and accessibility or wilderness studies.

Responsibilities

Planning, Research & Analysis

  • Assist with defining internal and public project scope.
  • Gather, synthesize, and organize background materials for planning projects.
  • Analyze technical data related to natural and cultural resources, land uses, demographics, outdoor recreation trends, and socioeconomic factors.
  • Write sections of planning documents, including strategic plans, Environmental Assessments (EAs), and Environmental Impact Statements (EISs).
  • Research, evaluate, and explain agency policies, procedures, and technical requirements related to landscape architecture and accessibility activities.
  • Support development of StoryMaps for specific programs.
  • Troubleshoot basic to intermediate planning issues using CAD, GIS, and other technologies.

Project Coordination & Documentation

  • Prepare logistics and materials for virtual meetings, hybrid workshops, and public meetings, including scheduling, agendas, minutes, and documentation.
  • Attend mandatory weekly meetings and provide detailed note-taking support.
  • Assist with file organization, project decision documents, and administrative record-keeping.
  • Transcribe flip chart notes and workshop outputs.
  • Manage databases and spreadsheets, including MS Project support.
  • Assist with project management tasks such as contributing to scope, schedule, and budget development.

Product Development & Process Improvement

  • Assist with product development and improvement of internal processes.
  • Support the Publications Manager/COR and planning branches by managing project priorities, planning and carrying out assignments, and using initiative, originality, and flexibility in document preparation.
  • Work independently or with minimal technical support while ensuring work products are accurate, clear, and delivered on time.
  • Develop ideas on task organization and approach in collaboration with project managers and team members.

Additional Duties

  • Coordinate with others when developing strategies to meet project needs.
  • Perform related tasks as assigned.

Qualifications

  • Bachelor's degree in planning, environmental science, natural resources, landscape architecture, public administration, or a related field (or equivalent experience).
  • Strong analytical skills and ability to interpret technical data.
  • Experience with document preparation, technical writing, or compliance-related tasks.
  • Proficiency with Microsoft Office Suite; familiarity with database or spreadsheet management.
  • Strong organizational skills and ability to manage multiple deadlines.
  • U.S. Citizenship required.

Preferred Skills

  • Experience with planning projects, environmental documentation, or public engagement processes.
  • Familiarity with CAD, GIS, StoryMaps, or similar tools.
  • Experience reviewing or interpreting agency policies and technical requirements.
  • Strong written communication and editing skills.
  • Ability to work independently and collaboratively across teams.

Position Details

Schedule: Part-time, Monday- Friday; meetings and workshops may require occasional adjusted hours.
Work Environment: Remote; may require onsite participation at meetings or public workshops.
Travel: Limited, depending on project requirements.

LANGUAGE SKILLS

Ability to read in English to analyze and interpret documents such as safety rules, operating and maintenance instructions, government regulations, and procedure manuals. Ability to write in English for routine reports and correspondence.

REASONING ABILITY

Ability to solve practical problems by defining the problem, collecting data, establishing facts, and drawing valid conclusions. Ability to apply common sense.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a valid driver’s license issued by the state of residence.
