Purpose and Scope
In accordance with Vogel Bros. Building Co.’s beliefs / values / mission / vision, the Project Controls Engineer (PCE) is responsible for implementing overall project controls direction through application of systems and methods for estimate development, cost control, planning and reporting, progress measurements, schedule development, monitoring & control, and management of changes. The PCE encompasses the resources, procedures and tools for planning, monitoring, and controlling of all phases of the capital project lifecycle. This includes estimating, cost and schedule management, risk management, change management, Earned Value Management (EVM), and forecasting. The PCE has the capability to execute the technical tasks as well as lead the project team in doing them.

A. Project Controls Duties:
Provide overall project cost, schedule, estimating, forecasting, budgeting, progress measurements and change management leadership and expertise. Monitor and appraise the performance of Subcontractors in the areas of cost control, schedule control, and progress measurement.
1. Develop and maintain resources and cost loaded schedules in Primavera P6.
2. Prepare cash flow curves.
3. Develop and maintain Earned Value metrics in P6 and/or Excel to assess overall project progress. P6 is preferable for Earned Value Analysis (EVA).
4. Manage Project Cost and Schedule throughout the project life cycle.
5. Advise the project manager of potential risks and provide recommendations on how to get the project back on track.
6. Fully understand the scope of the project, contractual requirements, identify the major milestones and set clear priorities for the project team.
7. Mentor junior project controls engineers and ensure the technical quality and timeliness of work.
8. Develop and maintain the Project Controls related plans and procedures.
9. Ensure implementation of Project Controls processes and procedures and identify areas of improvements.
10. Assist in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports.
11. Perform performance monitoring and control functions for specific applications.
12. Participate in kick-offs and project meetings with the Client, Engineer, and Subcontractors to ensure mutual understanding of the project control requirements.
13. Lead the project control section of the project meetings to present overall project status (cost and schedule) and report areas of concerns and recommended actions to be taken.
14. Participate in gathering and recording lessons learned for the project.
15. Serve as a budget custodian, lead financial close-out of the project, and participate in other project close-out activities.
16. Coordinate the collecting, analyzing, and reporting of project cost and schedule control information to ensure overall project status is assessed, and potential problem areas are identified.
17. Prepare progress reports utilizing Earned Value Analysis with trends, forecasts, and variances analysis.
18. Identify opportunities, and vulnerabilities and prepare What-If scenarios to model them.
19. Administer the project change control process and communicate implementation of changes when resetting the performance baseline metrics.
20. Ensure the proper and effective project control measures are executed by the subcontractors.
21. Review and endorse the plans and procedures developed by the subcontractor and ensure implementation of the same.
22. Review and endorse progress and cost/schedule baselines and forecast prepared by subcontractors.
23. Analyze cost/schedule and progress reports and trends developed by subcontractors.
24. Assist in developing/reviewing cost corrective actions and recovery plans and making sure needed actions/plans are implemented.
A. Quality Control
1. Comply with job specific quality control plans and standards related to the functions of this role.
2. Ensure professional and technical quality of work.
B. Safety
1. Adhere to Vogel Bros. Building Co.’s Safety Program; local, state, and federal safety regulations; jobsite-specific safety expectations; and safety tasks as requested by or coordinated with the Director of Safety and Human Resources.
C. Support Services
1. Provide scheduling assistance as requested for the development of bid schedules.
2. Provide scheduling and cost control assistance to other projects as requested.
3. Attend scheduled training sessions to improve quality and productivity.

Requirements:Education & Experience
- Bachelor’s degree in engineering or construction management from an accredited university.
- Minimum 4 years of project controls experience focused on cost control, planning, and schedule control.
- 7 to 10 years of construction/engineering experience, preferably five (5) of those years dedicated to the water/wastewater sector collaborating with contractors and/or engineering firms in any of the following roles: project control, engineering, project manager, project engineer, or superintendent. Any other construction/engineering-related role will be considered if all other critical qualifications requirements for the position have been satisfied.
Knowledge, Skills, and Abilities
- Ability to review plans and specs and develop a constructable project schedule with minimum assistance.
- Proficient in scheduling application software such as Primavera P6 and MS Project.
- Strong concepts of Earned Value Management (EVM) and ability to assess project performance utilizing earned value concepts and reports with trends, variances, cost to completion, estimated at completion, cost performance index, schedule performance index, and forecasting based on actual project performance and trends.
- Proficient in PC operating systems and several basic software applications, such as Excel, Word, and Power Point. Demonstrate proficiency with pivot tables and graphic development for data analysis, and presentations skills.
- Demonstrates leadership skills.
- Good command on English both written and spoken.
- Ability to work with deadlines and minimum supervision.
- Strong influencing without authority, consulting, mentoring, analytical, and computing skills.
- Must possess and maintain a valid driver’s license.
- Knowledge of occupational hazards and safety precautions of the trade.
- Knowledge of local, state, and federal safety and building regulations.
- Ability to demonstrate sound communication, facilitation, and interpersonal skills.
- Ability to identify problems and communicate facts to leadership.
- Ability to manage time, tools, and equipment efficiently and effectively.
- Ability and willingness to work in collaboration with the team.
- Ability to work well under pressure and in stressful, demanding situations.
