Position Description

Summary

Reports to the Counseling Manager. Responsible for providing students with employability and academic training leading to full-time placement through higher education or advanced training. Coordinates and manages the OTP/ACT program ensuring students are actively participating in on- and off-center on-the-job (OJT) training assignments to improve their employability skill set. Serves as the center’s liaison with local business community to build and enhance partnerships and relationships with outside community and the Job Corps Center.

The person in this position will follow the established uniform procedure that outlines the entry requirements for students pursuing higher education and advanced training on-or-off center. All ACT students must be in accredited institutions, demonstrating the potential to succeed in such participation. All OTP/AT students must be in DOL-approved occupational/vocational training program on- or off-center.

Essential Functions
  1. Oversees the operation of the OTP/ACT program and ensures all parties concerned are informed of student’s progress in the program.
  2. Assures that all applicants have completed an approved vocational training program.
  3. Assures all applicants hold a high school diploma or have passed a state GED exam.
  4. Assure applicants demonstrate the academic proficiency needed to succeed in the chosen OTP/ ACT program (i.e., entrance/placement).
  5. The ACT coordinator shall ensure that the student is considered full time, which requires a class load of 12 credits/semester.
  6. Assures the applicant satisfies the screening criteria of the OTP/ACT Screening Committee.
  7. Assures the applicant applies for the Pell Grant (if applicable)
  8. Schedules meetings with students and their counselors to review progress and attendance on an as- needed basis.
  9. Assures the OTP/ACT students maintain a 2.75 cumulative GPA each quarter/semester and achieve a passing grade in each course and they are in a positive enrollment status with their currently assigned Job Corps Center.
  10. Maintain the performance of OTP/ACT students via transcripts, attendance records, and other measures on an ongoing basis and aid as needed.
  11. Offer training at accredited post-secondary institutions within a reasonable commuting distance of the Center.
  12. Assure the training offered to students is advanced beyond the skill levels taught in the basic Vocational and Academic programs at the Center.
  13. Develop a formal application and approval process to which all students have equal access and utilize this process in selecting a student for the OTP, Advanced Training (AT), or ACT Program.
  14. Monitor the performance of all the OTP, AT, and ACT students on an ongoing basis and aid as needed.
  15. Provide opportunities for OTP, AT, and ACT students to continue to participate in Center life.
  16. Allow students enrolled in OTP, AT, and ACT Programs to extend their enrollment up to one full year beyond the current two-year enrollment limitations.

  1. Responsible for monitoring and documenting the progress of OTP, AT, and ACT students.
  2. Communicate with off-center staff to coordinate staff to coordinate services and ensure continued enrollment and success of OTP, AT, and ACT students.
  3. Provides continuous career, personal, social development, and counseling on an individual and group basis; recommends needed program modifications through the enrollment of each OTP, AT, and ACT student.
  4. Provides continued guidance in social skills development, self-management skills, and accountability.
  5. Models and mentors, the positive normative culture of the center and in off-center educational opportunities.
  6. Act as responsible custodian for assigned center property.
  7. Reports violations of ethical behavior.
  8. Suggests opportunities for continuous operational improvements and a reduction in waste.
  9. Identifies and reports environmental health and safety concerns within the center or those reported from OTP/AT/ACT students at their current placements.
  10. Establishes and maintains partnerships with advanced education (e.g., community colleges, universities, advance training schools), Job Corps ACT Centers and their points-of-contact, and One-Stop program partners.
  11. May represent the center in community projects as well as public, social, and business- related gatherings.
  12. Able to maintain a 75% or higher on employee scorecard.

RequirementsRequired Education & Experience
  • Bachelor’s degree (including 15 semester hours of instruction in social services-related instruction)
  • One year of experience in counseling or related field
Certifications/Competencies
  • Knowledge of a networking system comparable to the Center Information System (CIS) and MIS system preferred.
  • Ability to promote the Career Success Standards (CSS) by modeling appropriate behaviors, mentoring students when necessary, and monitoring both positive and negative behaviors through interventions.
  • Strong organizational skills
  • Excellent verbal and written communication skills
  • Computer proficiency
Minimum Eligibility Qualifications
  • If the position requires driving, a valid driver's license in the state of employment with an acceptable driving record is required.
  • I-9 documentation required to verify authorization to work in the United States
  • Successfully pass a pre-employment (post offer) background check and drug test.
