ABOUT THE DEPARTMENT

The Assessor prepares the yearly assessment roll, which reflects the taxable values of land, improvements, and personal property. The roll also indicates the current status of ownership, the owner's mailing address, and the existence of any exemptions. To prepare the roll, the Assessor must discover, classify, and appraise all locally assessable property according to constitutional, statutory, and administrative requirements.

ABOUT THE POSITION

Under general direction, to perform difficult technical valuation work in the appraisal of real properties for ad valorem tax purposes or audit appraisal work appraising business personal property and fixtures for ad valorem tax assessment purposes; and to direct and supervise the work of a group of subordinate level property appraisers or auditor appraisers; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

Incumbents in this class report to the Deputy Assessor-Recorder, Valuation and are responsible for directing the work and supervising the appraisal staff in either Real Property Assessments – Residential or Rural or supervising and directing the professional audit-appraisal staff within the Business Property Section as well as performing the most complex audit-appraisal duties.

IDEAL CANDIDATE

The ideal candidate will possess an Advanced Appraisal Certificate issued from the California State Board of Equalization.

EXAMPLES OF ESSENTIAL DUTIES

For Real Property: Plan, organize, direct, supervise, and participate in the work with a group of appraisers engaged in the appraisal of rural, residential, commercial, and industrial properties; appraise the most complex residential, rural, commercial, and industrial properties; explain the appraisal procedures and policies to taxpayers and other interested groups; collect and analyze lease and rental data; inspect, measure and classify structures to determine values; inspect land and improvement changes to determine effect on value; estimate replacement costs, obsolescence, construction costs, resale value and other pertinent factors by obtaining information from interviews with owners, contractors, real estate agents, and others; combine various elements affecting land values and exercise judgments; prepare oral and written reports and edit reports of staff making recommendations; prepare cases and present testimony before appeals board and other hearing bodies; explain the processing of values, value entry, corrections, and other resulting documentation to subordinates, support staff, and the taxpayer; supervise, train and evaluate subordinates; analyze, interpret and advise Assessor-Recorder and Deputy Assessor-Recorder, Valuation on new legislation and various real property tax and real estate laws and regulations; assist the Assessor-Recorder and Deputy Assessor-Recorder, Valuation in formulating property appraisal policies.

QUALIFICATIONS

For Real Property:

Knowledge of: Methods of real property appraisal, the principles underlying the appraisal process, and methods of describing real property; property tax system including information derived from and input into the database for values and the property record; provisions of the state constitution and revenue and taxation code pertaining to the appraisal of real property for ad valorem tax purposes; principles and practices of supervision, training and performance evaluation.


Ability to: Apply appraisal principles and techniques in the equitable and justifiable appraisal of real property, particularly the more difficult appraisals; exercise sound judgment in the development, analysis and evaluation of appraisal information; assemble and analyze appraisal data from the property tax database; assemble and analyze other appraisal data and the factors influencing the changing valuation of real property; make technical interpretations and applications of pertinent rules and costs to the most complex appraisal; read and interpret blueprints, maps, and property descriptions; make mathematical calculations, charts, and descriptive sketches in connection with appraisal work; formulate and implement plans to effectively process the assessment of real property based in part on the conclusions derived from a workload database; analyze and configure production reports and implement timeliness based on the data from those reports; coordinate with other supervisory and management staff to facilitate proper entry and adjustment of values to the property tax roll, including the correction, proration, and segregation of tax bills; establish and maintain cooperative relationships with persons contacted during the course of work; present effective testimony and data at hearings; supervise, train and evaluate subordinates.

MINIMUM QUALIFICATIONS

For Real Property:

Five years of experience in real property appraisal work for tax assessment purposes or one year of experience equivalent to a Real Property Appraiser III in Shasta County.


SPECIAL REQUIRMENT

Possession of a valid California Driver's License and a valid advanced certificate as an appraiser issued by the California State Board of Equalization.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. Benefits:

THESE BENEFITS DO NOT APPLY TO EXTRA HELP EMPLOYEES

Holidays:

  • 12 paid holidays (96 hours) per year.
  • 1 Floating holiday annually.
Vacation:
  • 10 working days a year during the first three years of service.
  • 15 working days a year - 4 through 9 years of service.
  • 17 working days a year - 10 through 15 years of service.
  • 20 working days a year - 16 or more years of service.

Note - accrued vacation leave may not be used until after three months of employment. For purposes of vacation accrual, a working day is no more than 8 hours.

Sick Leave:
  • 96 hours of sick leave are earned each year with no maximum accrual.
    • Employees terminating in good standing after completion of 5 years of continuous service will receive a pro-rata payoff of accumulated sick leave.
    • Unused sick leave may be converted to PERS service credit upon retirement.

Note - sick leave may be used immediately as accrued. Accrued paid leave benefits are used in conjunction with FMLA/CFRA as appropriate.

*Vacation and Sick Leave accruals are based on regularly scheduled working hours. Additional time will not be accrued on hours worked over 80 hours within a one pay period.

Bereavement:
  • 24 hours paid leave for each non-concurrent death in the immediate family.
Administrative Leave:
  • Each full-time unit employee shall be entitled to eighty (80) hours of administrative leave per calendar year.
  • Newly eligible employees will receive a portion of the time, in advance, on a prorated basis consistent with their dates of appointment or designation.
  • A full-time management employee may elect to receive payment for upt to a maximum of eighty hours – in five whole hour increments of unused Administrative Leave – subject to requirements outlined in Article IV F of the MMBU – MOU.
Expense Allowance:
  • Each unit employee shall continue to receive either one hundred and fifty dollars ($150.00) per year (if designated as management) or two hundred dollars ($200.00) per year (if designated senior management) lump sum allowance for unreimbursed expenses incurred in the conduct or promotion of County business.
Health Plan:
Employees in the Teamsters bargaining unit are insured through a Teamsters Trust plan.
Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium.
Contributions are made for a portion of a retiree's insurance premium.

Dental Plan:
The County pays a portion of the employee's and dependents' premium for dental insurance.
Vision Plan:
The County pays the employee premium and employees may enroll dependents at their own expense.

Life Insurance:
The County pays the premium for life insurance for most employees. The amount of coverage varies by bargaining unit. For MMBU employees the current coverage amount is $35,000-$80,000 and is equivalent to 1 year of salary at their current wage.

Additional Life insurance is available to purchase through Aflac.

Long-Term Disability Program:

The County provides a long-term disability program for management employees, which will include a 120 day elimination period, a 66.67% of earnings benefit, and a monthly maximum of $2,500.00.

Retirement:
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
  • Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
  • Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
  • Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Please review the specific MOU for stipulated retirement formulas.

Employees pay 9.5% of his or her salary, on a pre-tax basis for a period of time as specified in his or her labor contract, or Personnel Rules as appropriate. Members hired prior to 2013 may have a different contribution percentage.

Miscellaneous:
  • Deferred Compensation plans available through specified companies with employer match up to 3%.
  • IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
  • Reimbursement of employees cost of certifications, license, or membership dues required for their position and required to perform the essential functions of their job.
