About This Position
IT Program Manager
We are seeking an experienced IT Program Manager to lead the coordination and successful delivery of complex information technology projects within the U.S. Geological Survey. You will oversee all aspects of program performance, ensuring that technical solutions meet agency requirements while remaining strictly compliant with federal regulations and contract mandates. This role requires a blend of high-level strategic planning, technical oversight, and meticulous relationship management with government stakeholders. Key Responsibilities
Program Oversight: Lead the end-to-end lifecycle of IT projects, ensuring all deliverables are completed on time, within scope, and on budget. Contractual Compliance: Manage federal contracts (e.g., FFP, T&M, CPFF), ensuring all activities align with the Federal Acquisition Regulation (FAR) and specific agency supplemental regulations. Stakeholder Management: Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officers Representative (COR). Build and maintain collaborative relationships with vendors and inter-agency departments. Reporting & Governance: Prepare and present comprehensive status reports, including Monthly Status Reports (MSRs), project schedules, and financial burn rate analysis for senior leadership and government clients. Resource Allocation: Assign responsibilities to cross-functional teams and monitor progress through rigorous performance metrics and Quality Assurance (QA) standards. Risk Mitigation: Proactively identify project bottlenecks or compliance risks and implement corrective actions to ensure mission success.
Qualifications
Education: Bachelors degree in computer science, Information Technology, Business Administration, or a related field. Experience: Minimum of 7 years of experience in IT project/program management, specifically within the federal contracting environment. Certification: PMP (Project Management Professional) or DAWIA Level III certification is highly preferred. Expertise: Deep familiarity with IT frameworks (Agile, SDLC, ITIL) and federal security standards (NIST, FISMA). Clearance: Must be able to obtain or currently possess a Public Trust, Secret, or Top Secret security clearance as required by the contract.
Required Skills
Expert-level judgment and the ability to plan and accomplish complex goals based on extensive field experience. Strong command of project management software (e.g., MS Project, JIRA, ServiceNow). Excellent communication skills, with the ability to translate technical concepts for non-technical government executives.
