Position Overview:
ANSER is seeking a Senior Technical Program Analyst Critical Tech & RDT&E (Research, Development, Test, & Evaluation) to support the Office of the Assistant Secretary of Defense for Critical Technologies (OASD(CT)), supporting Deputy Assistant Secretary of Defense (DASD) offices and Critical Technology Area (CTA) program management offices. In this role, you will provide engineering, technical, and program management support, develop and maintain technology roadmaps, and support executive-level project operations and senior leader stakeholder engagement.
Day-to-Day Responsibilities:
- Provide subject matter expertise in relevant technical fields to assist the Principal Director (PD) or Government Lead in strategic planning and roadmap development
- Support development of technology roadmaps, identify short-term capability opportunities, and assist with strategy documents and implementation plans
- Conduct technical assessments of programs, review white papers and research, respond to DoD and interagency inquiries, and prepare briefings and reports for leadership, Congress, industry, and academia
- Develop technical materials including guidance, architectures, policy inputs, training support, and engineering recommendations to enable technology transition
- Collect and analyze data on defense investments, workforce, infrastructure, and industry capabilities
- Support CTA funding and industry capability assessments, including quarterly surveys and reporting to OSD(CT) leadership and program managers
- Coordinate with OUSD(R&E), the Intelligence Community, and other agencies to assess international partnerships, emerging research, and adversary activities
- Maintain and enhance centralized data repositories for DoD RDT&E investments to improve visibility and analytics for decision-making
- Apply data modeling, integration, and analytics techniques, including AI and natural language processing, to support decision-making
- Gather stakeholder requirements and develop dashboards and real-time decision-support tools for DoD leadership
- Support PDs and Government Leads on technology transition opportunities to military services and commercial sectors; advise on transition mechanisms across the Department of Defense
- Provide mission support through data architecture, analytics, and knowledge management, including monthly reporting on data model and dashboard development
Required Qualifications:
- Active TS/SCI
- PhD in a relevant hard science or engineering field (e.g., Physics, Materials Science, Electrical Engineering, Computer Science).
- 7 years of experience in the Scientific, Research, Development, Test, and Evaluation (RDT&E) sector for Industry, Academia, or Government relevant to the technical focus of the office
- Demonstrated analytics skills and ability to communicate effectively with senior DoD and U.S. Government leaders, including preparing executive-level briefings and reports
- Ability to provide executive-level project, operational, and senior leader stakeholder engagement and coordination
- Familiarity with Advana systems and data tools/platforms (e.g., Qlik, Databricks), including data architecture, automation, and model development
- Knowledge of critical technologies and RDT&E programs for the DoD; experience in technology development or investment analysis
Preferred Qualifications:
- Experience operating within OASD(CT), DASD offices, or CTA program management offices, or a similar strategic-level staff environment
- Experience supporting complex, multi-stakeholder analytics projects
- Strong knowledge of AI and autonomy systems within the Defense ecosystem
