Job Description
Wichita Tribal Enterprise, a subsidiary of Quivera Enterprises, LLC, is seeking a highly motivated and detail-oriented Cost Analyst / Budget Analyst to support NASA clients at Kennedy Space Center. This position operates within a collaborative, team-oriented environment and is responsible for developing cost estimates, performing financial analysis, and supporting budgeting systems and processes.
The ideal candidate will leverage tools such as RSMeans and other government financial systems to produce accurate, data-driven insights. This role requires strong analytical capabilities, attention to detail, and the ability to clearly communicate complex financial information to both technical and non-technical stakeholders.
Key ResponsibilitiesDaily Responsibilities- Develop and update facility-type project cost estimates for task order processing
- Prepare and deliver Independent Government Cost Estimates (IGCEs) in support of contracting officer evaluations
- Support NASA Project Managers in developing IGCEs and cost analysis deliverables
- Review contractor-submitted RSMeans estimates and provide technical evaluation support to Contracting Officers
- Review EWRS task order status to ensure alignment with iSite tracking and reporting systems
- Respond to Project Manager inquiries related to cost estimating, RSMeans methodologies, and IGCE development
- Install, configure, update, and manage annual versions of the RSMeans CostWorks application
- Maintain and update contractor pre-priced worksheet templates, including annual cost data updates
- Develop, maintain, and enhance standardized task order estimating templates for IGCE production
- Create, review, and maintain procedural documentation for CostWorks usage, including installation, operations, reporting, and enhancements
- Develop and deliver training (individual and group) on RSMeans CostWorks functionality, estimating processes, and best practices
- Support the development and enhancement of CostWorks reporting tools aligned with MOI-specific requirements
- Maintain and update CostWorks operational training manuals based on system upgrades and MOI changes
- Provide analytical support for cost-reimbursable task order evaluations
- Monitor system usage metrics and generate weekly CostWorks usage reports
- Support iSite application functionality, enhancements, and integration with estimating workflows
- Bachelor’s degree in Finance, Engineering, Construction Management, Business, or a related technical field
- Demonstrated experience using RSMeans CostWorks or equivalent cost estimating platforms
- Experience developing Independent Government Cost Estimates (IGCEs) for federal contracts
- Knowledge of federal contracting, cost analysis, and pricing methodologies
- Experience supporting Contracting Officers and Project Managers in a government environment
- Strong analytical, documentation, and reporting skills
- Ability to interpret construction, repair, and operations & maintenance (O&M) cost elements
- U.S. Citizenship Required
- Must have the ability to obtain and maintain the required Government security clearance
- Formal cost estimating certifications (e.g., CCEA, CCP, or equivalent)
- Experience supporting NASA or other federal agencies (DOE, DoD, etc.)
- Familiarity with systems such as iSite, EWRS, or similar government tracking/reporting tools
- Background in construction, facilities management, or engineering (hands-on or supervisory)
- Experience developing cost models, estimating templates, or automated reporting tools
- Knowledge of FAR/DFARS and federal acquisition cost principles
This position is primarily performed in an office environment and requires prolonged periods of sitting and working at a computer. The role involves frequent use of hands and arms for typing and operating computer equipment.
Occasional standing, walking, and lifting of up to 15 pounds may be required. The employee must have the ability to communicate effectively and maintain visual acuity for detailed analytical work.
Work EnvironmentWork is performed in a professional office setting supporting government operations. Occasional travel may be required to support client meetings, training, or project coordination.
