Sr. Director, Safety & Regulatory Compliance

Location: Russellville, AR (Corporate Office)

Position Summary

The Sr. Director, Safety & Regulatory Compliance is responsible for leading and managing the organization’s safety, compliance, insurance, and accident and workers’ compensation claims functions. This role supports enterprise-wide initiatives to ensure regulatory compliance, promote a culture of safety, and effectively manage risk exposure related to transportation operations and commercial insurance programs nationwide.

The Sr. Director provides leadership across a multi-state footprint and Puerto Rico and multiple lines of business. This role partners closely with senior leadership and reports to the SVP of HR.

Key Responsibilities

Leadership & Strategy

  • Lead the development and execution of enterprise-wide safety and compliance programs across diverse operations and geographies
  • Manage and develop four Divisional Safety Managers aligned across regions and lines of business, ensuring consistency in execution nationwide
  • Partner with Operations leadership to drive accountability for safety performance across regions and lines of business
  • Promote and embed a strong culture of safety through leadership engagement and regular field presence

Regulatory Compliance & Governance

  • Ensure compliance with USDOT, FMCSA, OSHA, and applicable federal/state regulations across all operating regions
  • Oversee driver safety, DOT compliance, and fleet safety programs across retail and industrial transportation operations
  • Support compliance processes and lead internal audits related to safety and regulatory requirements

Training & Field Enablement

  • Establish and oversee safety training programs, including onboarding, recurring training, and leadership development
  • Ensure consistent safety practices and standards are implemented across all regions, lines of business, and facility types
  • Conduct regular field visits to transportation sites and compost/processing facilities to reinforce safety expectations and support operational teams

Investigations

  • Support investigations involving safety violations, regulatory compliance, and related misconduct in coordination with HR and legal

Insurance & Claims Management

  • Manage enterprise insurance programs, including workers’ compensation, auto liability, and general liability
  • Support annual insurance renewal strategy, negotiations, and program administration
  • Maintain relationships with insurance brokers, carriers, and TPAs
  • Oversee accident and claims performance, trends, and financial exposure across all lines of business
  • Drive claims cost containment strategies and monitor loss drivers and reserve trends

Legal Coordination

  • Partner with internal and outside legal counsel on litigation strategy, discovery, and settlements related to claims
  • Provide oversight and coordination for significant and litigated claims

Performance Management

  • Establish and monitor KPIs (TRIR, EMR, incident rates, claims metrics) across regions and operations
  • Assess safety performance trends and support mitigation strategies to drive continuous improvement

Qualifications

  • Bachelor’s degree required; advanced degree preferred
  • 10+ years of safety leadership experience, preferably in transportation, environmental services, waste, or industrial operations
  • Experience supporting multi-site, multi-state operations with significant field presence
  • Strong knowledge of OSHA, USDOT/FMCSA, insurance, and claims management
  • Demonstrated leadership, analytical, and communication skills
