Position Summary

Provide cradle-to-grave Contract/Subcontract Administration support for Government contracts of various contract types (CR, CPFF, FFP, T&M and Grants). Effective oversight and monitoring of Contracts/Grants and Subcontracts/Subrecipients under U.S. Government Contracts, lead or assist in key negotiations, resolve performance issues, identify risks and associated mitigations, support development of major proposals, ensure compliance with company policies, procedures as well as Federal government and contract requirements.



Essential Functions

The Primary Responsibilities include:

  • Administration of contracts/subcontracts of various types and complexity.
  • Negotiation of Subcontract/Subrecipient Agreement language, terms/conditions and required flow downs.
  • Identify and resolve moderate issues and problems on assigned contracts/subcontracts and make recommendations to management.
  • Perform subcontract close-out activities and continued follow-up.
  • Prepare contract/grant and/or subcontract/subrecipient modifications, POP extensions, funding changes, request for scope change, and deobligations.
  • Create RFPs for submission to subcontractors in accordance with Government Contract and Company requirements.
  • Evaluation of supplier cost proposal responses for reasonableness. Including write up of analysis and justification for reference and submission to government as necessary.
  • Conduct price and cost analysis.
  • Analyze risks and identify risk mitigations.
  • Acts as contractual interface between Contracting Officer and subcontractors/subrecipients on the programs being supported for all contractual and sub contractual related issues.
  • Regularly interacts with executive management, program managers, finance, accounting, business analysts, business development within NCDMM
  • Must have the interpersonal skills to deal effectively one on one with subcontractors/subrecipients regarding subcontract issues of varying degrees of complexity and work issues to resolution.
  • Analyze solicitations and provide proposal support, including development of FAR 15 cost proposals, Task Order cost proposals, and Grant Project cost proposals, insuring all proposal instructions and terms and conditions within the solicitation are met.
  • Provide guidance and advice to Executive Leaders and Program Managers about proposal and contractual risks and obligations as identified.
  • Prepare subcontracts/subrecipient and subcontract/agreement modifications; negotiate contracts and subcontracts with the government, the prime, and subs.
  • Mentor Program Managers and staff at NCDMM on the acquisition process, including trends in contracting
  • Collaborate with executive management, legal, human resources teams, and finance to ensure contracts' compliance.
  • Proactively monitor and track pertinent contract/subcontract/subrecipient correspondence on assigned task orders or projects through final completion.





Required Education and Experience

  • Bachelor's Degree in Accounting, Finance, Business Administration or related field with a minimum of 3-5 years of experience in federal government contracting and/or 2 CFR 200 Grant administration
  • Excellent communication skills, written and verbal.
  • Excellent organizational skills and detail oriented.
  • Team Player with “can do” proactive attitude identifying and taking initiative to progress actions quickly and effectively, preventing problems.
  • Experience managing all contract types including Cost Reimbursement, CPFF, FFP and T&M and Grants
  • Experience in negotiations with government and industry
  • Experience supporting a variety of federal and state/local customers, particularly Department of Defense (DoD) including USArmy, DLA, USAF.
  • A working knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations, and/or Grant regulations (2 CFR 200).
  • Excellent time management, organizational, and analytical skills, including solving problems and mitigating risks.
  • Experience supporting multiple programs/internal customers simultaneously with shifting demands in a fast-paced environment (i.e. multi-tasking and prioritizing work activities).
  • Candidate must be able to work independently as well as part of a team of contract professionals including all aspects (cradle to grave) with contracting and subcontracting activities on assigned efforts.
  • Collaborate with other employees in the department, cross-functionally and with program personnel, to establish effective relationships and provide assistance and perform other duties may be needed from time to time.
  • Proficient in Excel/Word/PowerPoint and knowledge of SharePoint and Deltek’s Cost Point a plus.
  • Maintain a regular and predictable work schedule in accordance with company policy.
