This leadership role offers the opportunity to oversee the end-to-end delivery of multiple long haul OSP deployment programs across the western U.S., managing large turnkey contractors and complex, greenfield fiber builds. You will drive project execution from planning through completion, ensuring alignment with schedule, budget, quality, and regulatory requirements. The position requires strong leadership, technical expertise, and strategic oversight to coordinate contractors, internal teams, permitting authorities, and customers. The role emphasizes proactive risk management, contract governance, and operational excellence, with significant impact on the efficiency, reliability, and success of large-scale network deployment programs. Remote work within the West region is supported, offering flexibility while leading high-visibility, multi-project initiatives.

Accountabilities:
  • Lead the delivery of 5–8 concurrent long haul OSP projects executed by 1–2 turnkey contractors, ensuring scope, schedule, and budget adherence.
  • Serve as the primary operational and contractual interface with partners, enforcing compliance with milestones, deliverables, and performance metrics.
  • Oversee project planning, route validation, and feasibility analysis to accurately forecast costs, schedules, and resource requirements.
  • Manage permitting, regulatory filings, traffic control plans, and engineering packages for timely approvals.
  • Monitor contractor material management, field production rates, and implement corrective actions when necessary.
  • Deliver concise program and executive-level reporting, including risk assessments, mitigation plans, and as-built documentation.
  • Lead, mentor, and develop a team of project managers, promoting accountability, operational excellence, and continuous improvement across long haul deployment programs.

Requirements:

  • Bachelor’s degree in Engineering, Construction Management, Telecommunications, or related technical field (equivalent experience considered).
  • Minimum 10 years of leadership experience in large-scale network deployment or construction environments.
  • Proven experience managing complex, multiphase telecommunications projects, including OSP, long haul fiber, Ethernet, or wireless networks.
  • Demonstrated expertise in turnkey contractor oversight, contract management, and large multi-million dollar program delivery.
  • Knowledge of OSP construction standards, fiber design principles, optical network concepts, and testing standards.
  • Experience with permitting, regulatory processes (NEPA, Section 106, Tribal engagement), and federal program requirements (e.g., Davis Bacon).
  • Strong financial acumen, including budgeting, cost control, unit price validation, and invoice verification.
  • Proficiency with project management platforms (e.g., Sitetracker), MS Office, and GIS tools (ArcGIS/MapInfo/Google Earth).
  • Exceptional problem-solving, critical thinking, and communication skills, able to convey complex technical issues to varied stakeholders.
  • Ability to travel up to ~10% for field visits, vendor oversight, and permit meetings.
