The Opportunity
Abt Global seeks an early- to mid- career professional in data analytics and data science with a background in the use of Centers for Medicare & Medicaid Services (CMS) programs, data, and data technology platforms to generate insights to support CMS Medicaid projects.
This role will primarily work in the Center for Medicaid & CHIP Services (CMCS) DataConnect environment performing data analysis tasks using Transformed Medicaid Statistical Information System (T-MSIS) and other Medicaid managed care data sources. This will involve generating and updating code in Python and SQL, using AI-driven code companion tools in the Databricks platform, and applying full development life-cycle practices to support data pipeline development, database creation and maintenance, back-end data sets for Amazon QuickSight ingestion, and ad-hoc data analysis support. The role will eventually involve leading task work for more junior developers and applying large language models (LLMs) to support further automation and efficiencies. US work authorization and ability to gain CMS clearance including passing a background check is required for success in the role.
Core Responsibilities
- Apply knowledge of CMS programs, data, and technology platforms to develop and deliver code and data products in support of CMS Medicaid projects.
- Develop technical solutions for complex problems through ingenuity and innovation.
- Work collaboratively across a cross-functional team.
- Deploy processes for quality assurance of code and requirements in analytics delivery including defect tracking and specification traceability following agile project management principles for technical work.
- Provide support across the data lifecycle including data acquisition, analysis, visualization, and automation.
- Support data modernization efforts and develop/improve automated data workflows.
- Develop and maintain code in Python, SQL, and PySpark using version control (Git) software.
- Eventually lead tasks, including organizing work plans and delegating work, with minimal supervision.
Position Preferences
- Bachelor degree + 5 years’ experience, Master degree + 3 years’ experience, PhD + 0 years experience
- Experience in SQL and/or Python is required, and experience with PySpark is strongly preferred.
- Ability to use it in collaborative workflows is strongly preferred.
- Experience working with analytic platforms and BI tools such as Databricks, Snowflake, Amazon QuickSight, Tableau, and PowerBI. Experience with Databricks is strongly preferred.
- Ability to use git in collaborative workflows is strongly preferred.
- Experience with cloud computing services (e.g. AWS, Azure) is preferred.
- Experience with CMS Medicaid data is strongly preferred.
- Strong analytical and problem-solving skills are required.
- Experience utilizing AI tools and LLMs to improve efficiency is preferred.
- Strong writing, presentation, and interpersonal communication skills are required.
- Ability to manage competing project demands while maintaining high attention to detail and organization is required.
- Active credentials to work on CMS’s systems or experience obtaining federal credentials is strongly preferred.
- CMS experience, or other government or public sector experience strongly preferred.
- US work authorization and ability to gain CMS clearance including passing a background check is required.
