We are seeking an experienced Project Manager with County/City building experience to support facilities condition assessments of public buildings. The position will be based in the Los Angeles area, specifically in Downey, CA. The successful candidate will have prior experience conducting facilities condition assessments, preferably with public sector experience. Once assessments are completed, the position will then manage the projects identified in the facilities condition assessment reports.

Essential Duties & Responsibilities:

  • Complete facilities site assessments to multiple facilities (approximately (10) sites throughout L.A. County region).

  • Walk each site and perform a complete site assessment of the following items: building critical systems (i.e. HVAC/Electrical/FLS/Mechanical/Plumbing systems); building conditions to identify if any issues; and assess remaining lifespan.

  • Assess each bldg. for capital improvements or maintenance needs.

  • Review the facility against current standards to identify liability or accessibility gaps with respect to ADA compliance, current building codes, and environmental conditions (asbestos, lead, or mold remediation).

  • Provide data analysis and reporting on results; produce a facilities condition index (FCI) score.

  • Complete a capital plan identifying a year by year schedule of recommended repairs.

  • Perform document reviews, analyzing original blueprints, past maintenance logs, and review of utility bills.

  • Conduct field surveys, perform onsite inspections and interviews with facility managers.

  • Perform cost estimating of recommended repairs utilizing industry standards to project cost repairs (RS Means).

  • Plan, manage, and coordinate all aspects of the project schedule, scope, and cost.

  • Manage the on-site project stakeholders.

  • Prepare Project Management plan and fee budget/proposal at the project outset.

  • Evaluate documents and communicate the client’s specific goals and expectations to all project team members.

  • Develop and communicate action plans that will lead the project team throughout the project, beginning with the initial Project Management Plan.

  • Re-evaluate the contract scope of work as the project progresses against the goals, expectations, and the needs of the client, and recommend adjustments as necessary.

  • Organize and maintain framework for project team processes and record keeping of electronic and tangible documents.

  • Drive the permitting process by designing team documents to be submitted to various local, state, and federal agencies and ensure the applicable permits are moving through the process efficiently.

  • Ensure the project design management continues to follow the client project documents such as budget, scope, schedule, and client's design standards.

  • Develop and lead design management, procurement strategies, construction, fit-out, and closeout.

  • Effectively delegate project tasks to project management team.

  • Other duties as assigned.

  • Attendance at work during normal business hours.

Preferred Education and Experience:

  • Bachelor's degree in Construction Management, Mechanical Engineering, Architecture, or related field.

  • A minimum of five (5) years of experience in performing facility condition assessments and construction project management, including familiarity with public contracting code and prior experience with public works building projects.

  • Preferred Certification: CCM, PMP, PE, AIA, LEED

The salary range for this full-time role is $120,200.00-$160,266.69 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
