Executive Vice President – Chief Operating Officer at Prairie Band, LLC – Holton, Kansas
About This Position
The Executive Vice President, Chief Operating Officer, will be responsible for overseeing all aspects of the federal contracting operations and commercial businesses, ensuring compliance with regulations, optimizing performance, fostering strategic relationships with partners and government agencies, selection/approval of Federal Group personnel, setting and achieving strategic objectives, developing and approving federal group and subsidiary budgets and targets, development of and implantation of federal group strategy and policy, and other duties as assigned by the Board of Directors & Chief Executive Officer. This position reports to the Board of Directors and Chief Executive Officer, and is an onsite position with moderate to frequent travel required.
Strategic Leadership
· Develop and execute strategic plans to optimize federal contracting and leverage 8(a) opportunities.
· Lead, oversee, and approve contract negotiations.
· Develop and execute strategies and timeline for initiating 8(a)businesses to align with long-term company growth and sustainable expansion, to include business line management, branding/naming strategy, and entity development schedules and priorities.
· Review, develop and maintain operational controls for all companies.
· Develop strategies and implement for minimum of 15% increase in revenues overall per year.
· Develop strategies and implement systems to increase profitability across all companies.
· Explore and evaluate various service lines within federal contracting sector to diversify revenue streams.
· Identify, evaluate and approve mentor-protégé opportunities, fostering mutually beneficial partnerships between large and small businesses.
· Identify, evaluate, and approve joint venture opportunities with complementary businesses to leverage specialized expertise and maximize resources.
· Translate strategic objectives into actionable initiatives and tasks, defining clear milestones and performance metrics.
· Foster a culture of excellence within federal contracting team, offering leadership, mentorship, and growth opportunities.
· Develop, Oversee, and Approve all Federal Group HR matters to include new hires, terminations, position creation, position elimination, organizational chart and hierarchy, disciplinary actions, and related HR matters.
· Develop and implement geographic growth strategy, to include a bonafide office strategy, location of offices and facilities, leases and related documents.
Business Development and Proposals
· Cultivate and nurture strong relationships with federal agencies, and subcontractors, driving collaboration and business development.
· Engage with Small Business Administration representatives to access specialized assistance programs and networking opportunities.
· Develop and lead all federal group communication, messaging, and branding approaches, to include web sites and online marketing, SAMS and DSBS profiles, for federal group, subsidiaries, and joint ventures.
· Identify and track federal contracting opportunities, ensuring steady flow of potential projects.
· Oversee the development of compelling and compliant proposals in response to federal solicitations, harnessing the 8(a) certification to secure new business and expand presence in the federal marketplace.
Compliance and Risk Management
· Identify, assess, and mitigate risks including legal, financial, operational and reputational.
· Lead team through the 8(a)-certification and reporting processes for federal Group entities.
· Ensure compliance with all relevant federal regulations including Federal Acquisition Regulation, Small Business Administration Regulations, Equal Employment Opportunity matters, Davis Bacon Act matters, Service Contracting Act matters, Code of Federal Regulations, (CFR) applicable IT and cybersecurity regulations, and other regulations as they may apply to the federal group.
· Oversee formation and Approval of all necessary governance documents.
· Monitors internal procedures and identifies the most efficient methods to employ in running the organization on a day-to-day basis.
· Oversees the regular administration of the offices and the operation of the organization's facilities and equipment.
Performance and Quality Assurance
· Effectively manage a portfolio of 8(a) businesses at different stages of maturity.
· Foster a culture of growth, transparency, accountability and continuous improvement.
· Monitoring and maintaining responsibility for the financial performance of the Federal team and projects. Oversee and approve budget, financial planning, and analysis to ensure fiscal health and maximize profitability.
Requirements:· Master’s Degree (MS) in a technical discipline AND Master of Business Administration (MBA) degree.
· Must currently have or be willing to obtain a Department of Defense Top Secret Clearance.
· Demonstrates the highest degree of trustworthiness, sound moral judgment, and ethical behavior, with a clear understanding of the impact and consequences of their decisions and actions.
· Manages all data and operations in strict adherence to applicable laws, regulations, and internal policies, ensuring the security and privacy of sensitive information.
· 10+ years of Federal Program Management experience.
· 10+ years of managing and mentoring teams working on Federal contracts.
· 10+ years of 8(a) experience.
· 10+ years of working within Tribally Owned 8(a) companies and organizations.
· Defense Acquisition Work Force (DAWIA) Certification in any discipline.
· Proficient in Microsoft Office suite.
· Ability to work effectively both independently and as part of a team.
· Excellent communications and presentation skills, with the ability to articulate complex ideas clearly.
· Strategic thinker with a results-driven mindset and track record of driving business growth.
