    Position Summary

    The Manager of Police & Security Communications reports directly to a Police Captain and oversees the operations of the Communications Team, consisting of police dispatchers . Collectively, the Communications Team receives incoming calls for police and security services, dispatches security/police officers as appropriate, and monitors all communications through radio or other means. The team collaborates with Security Operations Center Operators to monitor the Texas Health technology systems, such as infant protection systems, integrated access control system alarms, and security video systems. The team also documents police and security service requests in an electronic records management and dispatch system.

    The Manager collaborates closely across the Police and Security organization and with external stakeholders to meet their operational needs. Works with the Chief of Police and the Command Staff, ensuring the Communications Team performs effectively. Works closely with Texas Health system, clinical, and practice management staff and closely collaborates with leadership and other program managers across the Police and Security organization to deliver seamless, integrated, proactive, and business-focused communications services.

    Serves as the Terminal Agency Coordinator (TAC) for the Texas Health Police Department. As the TAC, serves as the point of contact for matters relating to FBI Criminal Justice Information System information access, and administers the Justice Criminal Information Services programs across the Police Department. Ensures that all requirements are being met and takes action to maintain compliance. Delegates appropriately TAC duties to shift leaders and oversees their performance of delegated tasks.

    Works under the general supervision of the Police Captain. Follows established procedures. Work is reviewed for soundness of operational judgment and overall adequacy. With guidance, performs the full range of Communication Team leadership functions. Participates in developing and implementing policies, procedures, standards, and training. Reviews Communications Team process and project designs and conducts progress assessments to ensure goals are met. Interfaces with and may manage vendor contracts. Participates in acquiring new equipment and software designed to increase the efficiency of the Communications Team. Participates in the evaluation of state-of-the-art communications technologies and methodologies. Conducts comprehensive review and analysis of Communication Team operations for compliance with existing policies, procedures, and global best practices. Oversees after-action assessments of Communication Team service delivery and makes recommendations to ensure best practice performance. Prepares written or narrative reports of findings and recommendations. May act as lead person or technical expert on small to medium projects.


Key Responsibilities

Provides direction to team members to manage all police and security communications and dispatch activities and emerging issues that occur on shift. Uses professional judgment to assess immediate risks to the safety and security of employees, patients, and visitors. Escalates concerns to police leadership in a timely manner.

Collaborates with the Program Manager, Security Operations Center, and other police and security leaders to develop and update associated policy, procedures, and work standards. Provides input to enterprise-wide communications policy and protocol development. Represents the Communications Team in meetings with department and organizational leaders and vendors. Works independently and with teams to develop business and process strategies. Develops and informs department leaders of opportunities to improve the Communications Team, technology, department processes, and resource utilization.

Works with the Communications Team and police and security leaders to develop and mature the capabilities of the Communications Team. Those capabilities include, but are not limited to:
1. Emergency communications.
2. Understanding and use of communications technologies.
3. Effective use of computer-aided dispatch and electronic reporting tools.

Establishes, monitors, and tracks metrics and key performance indicators for weekly, monthly, and quarterly business reviews. Represents the Communications Team on relevant committees and working groups. Manages the activities and provides leadership direction to the sworn, and civilian support staff within the group.

Develops, deploys, and maintains a single Communications Team knowledge management resource. Designs and directs the team workflow. Resolves team-related complaints and concerns. Promptly identifies and communicates deficiencies regarding incident support/communications, equipment failures, life safety, and business continuity concerns to appropriate leaders.

Education
H.S. Diploma or Equivalent Required
Or
Bachelor's Degree Criminal Justice, Emergency Management, Law Enforcement Administration, Business, Healthcare Administration, or Related Field Preferred

Experience
5 Years Supervisory or Management Experience Required
and
2 Years Police or Security Dispatcher Preferred
and
2 Years Managing Police or Security Communications/Dispatch Teams Preferred
Dispatch Training Experience a Plus
Everbridge experience Preferred

Licenses and Certifications
DL - Drivers License Upon Hire Required
And
TLETS - Texas Law Enforcement Telecommunication Systems Certification Upon Hire Required
And
TCOLE - Basic Telecommunications Proficiency Certification with in 12 Months of hire Required
Master Telecommunicator Certification is a Plus

Skills
Must pass extensive background investigation.
Must pass pre-employment psychological exam.
