About This Position
The Quality Assurance Lead is responsible for creating, implementing, and managing the Quality Control Plan (QCP) for Argentina’s F-16 pilot training program. This role ensures compliance with contract requirements, AS9110C Quality Management System standards, and internal TAC procedures across training, Aircrew Flight Equipment (AFE), documentation, and operational support. Key responsibilities include leading inspection programs, managing risk mitigation processes, overseeing corrective actions, and monitoring performance metrics. The position serves as the primary compliance authority for training governance and quality assurance, without direct supervisory duties or maintenance oversight. All quality documentation and reports must be maintained and readily available for government review. ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop, implement, interpret, and maintain the contract-specific Quality Control Plan (QCP) in compliance with the Argentina Air Force F-16 Block 15 pilot training program.
- Establish and manage detailed inspection programs, including no-notice and periodic audits of trainee task performance, documentation, proficiency, and course plans.
- Implement internal controls to ensure compliance with DCMA, PWS requirements, and service summary performance standards, including maintaining an inspection schedule that identifies types and frequency of Quality Control Inspections (QCIs) and follow-up actions.
- Oversee execution of data entries into the Safety Management System (SMS) and manage a comprehensive Risk Management Program, including maintaining a Risk Register and risk matrix to identify High and Extremely High risks, ensuring mitigation, monitoring, and regular program reviews.
- Lead and manage the Non-Conformance Report (NCR) system, ensuring deficiencies are documented, tracked, corrected, and prevented from recurring.
- Direct structured Corrective Action processes for major non-conformances, including root cause analysis, development of corrective action plans, restoration of acceptable performance levels, and follow-up validation of effectiveness. Ensure all records are electronically tracked in the organization’s SMS or other designated document management system.
- Monitor and analyze Key Performance Indicators (KPIs) aligned to PWS Performance Requirements, including syllabus adherence, instructor standardization, trainee proficiency, documentation accuracy, AFE readiness, and NCR closure timelines.
- Maintain quality documentation (metrics, reports, inspection logs, audit findings, NCR records, and risk data) and make it available to the AFSAT TPM upon request.
- Coordinate layered oversight activities between corporate QA, on-site leadership, Site Lead, Standardization/Evaluation personnel, and Program Management to ensure consistent application of TAC QMS standards.
- Conduct scheduled audits, daily oversight reviews, and no-notice inspections to validate compliance with technical orders, instructional standards, and contract requirements.
- Prepare and deliver quality performance summaries for internal leadership, monthly, quarterly, and annual program reports to the Government, and participate in Program Management Reviews (PMRs).
- Submit all revisions to the QCP to the AFSAT TPM at least ten (10) days prior to implementation in accordance with contract requirements.
- Actively participate in TAC’s Safety Management System (SMS), integrating safety risk management into quality processes, maintaining QMS documentation, tracking, and collaborating with site leads to ensure timely corrective action and documented closure of audit findings.
- Maintain compliance with all company policies, AS9110 standards, and contractual obligations.
- Perform other duties as assigned.
SKILLS AND/OR QUALIFICATIONS
- Fluent in English (required) and Spanish (preferred), with strong written and verbal communication skills for effective interaction with local teams, government representatives, and senior leadership.
- In-depth knowledge of ISO 9001:2015 and AS9110C Quality Management Systems, particularly in aviation or defense training environments.
- Strong understanding of PWS-based performance management and inspection frameworks.
- Proven experience in developing Quality Control Plans, inspection schedules, and risk management programs.
- Skilled in root cause analysis using structured methodologies (e.g., Pareto, fault-tree analysis).
- Ability to analyze and interpret performance metrics and trends to drive continuous improvement.
- Proficient in Microsoft Office Suite, SharePoint, and quality tracking databases.
- Highly organized, able to work independently, manage multiple oversight functions, and meet strict contractual deadlines.
- Must be able to obtain and maintain a security clearance.
- May not be barred from any military installation.
- Must demonstrate safe and healthy workplace practices.
- Must be able to work nights, weekends, and holidays as needed.
- Must be able to travel within the US and internationally.
- Must demonstratethe knowledge, skills, and abilities of a Quality Assurance Lead in daily work performance.
- Must be able to work in various weather environments and conditions.
CERTIFICATIONS, LICENSES, REGISTRATIONS
- ISO 9001 / AS9110 Lead Auditor Certification (preferred).
- Quality Management certification (e.g., ASQ CQE, CQA) preferred.
- FAA Airframe and Powerplant Certificate (preferred).
EDUCATION AND/OR WORK EXPERIENCE
- Minimum 7 years’ experience in aviation, military training, defense contracting, or aerospace quality assurance environment.
- Experience with risk management frameworks and corrective action systems within aviation operations strongly desired.
- Experience managing Quality Control Programs under U.S. Government contracts preferred.
- Bachelor’s degree in aviation management, quality management, business administration, or related field, a plus.
SPECIAL WORK CONDITIONS
- Must possess a valid U.S. passport with no travel restrictions, limitations, or disqualifications, with a validity extending a minimum 6 months beyond the projected assignment completion date.
- Must be able to secure all required work authorizations, including a valid work visa for the host country. Any prior immigration violations, criminal offenses, or adverse travel history that may prevent entry will not be considered.
- Adherence to the legal, regulatory, safety, and operational requirements of the host nation is mandatory throughout the duration of assignment.
PHYSICAL REQUIREMENTS
- Ability to lift and carry up to 25 pounds.
- Must be able to stand, climb, balance, stoop, kneel, crouch, crawl, sit, talk, walk, hear, see, and reach with hands and arms.
- Must be able to sit for prolonged periods of time.
- This position requires close vision, distant vision, color vision, peripheral vision, depth perception and ability to adjust focus.
- This role is performed around loud noises and hazardous chemicals with exposure to fumes or airborne particles, toxic or caustic chemicals, and risks of electrical shock. The Quality Assurance Lead must be able to work in environments with exposure to noise, chemicals, dust, and varying weather conditions.

- This position is contingent upon contract award. An offer of employment may be extended prior to award; however, employment will be contingent upon the Company's award and subsequent contract funding.
