About This Position
Job Summary
The Manager, Supply Chain Operations & Procurement leads end to end procurement, material management and production planning across multiple categories, including fabrication materials, cables, and optics, indirect goods/services (with small business sourcing), ensuring value, quality, compliance, and continuity of supply. The role directs supplier onboarding and relationship management, inventory optimization, and cross functional planning while driving continuous improvement and meeting cost, delivery, and quality objectives.
KEY RESPONSIBILITIES
Leadership & Team Management
- Lead, mentor, and develop a multi-disciplinary team of procurement and material management professionals; set goals, coach on complex negotiations, and build category expertise (fabrication, cables, optics, indirect/small business).
- Establish clear KPIs for cost, quality, delivery, inventory health, and compliance; provide regular performance reviews and development plans.
Category Strategy & Procurement Excellence
- Own category strategies and sourcing roadmaps for fabrication and cable materials, optics, and indirect goods/services to achieve best total value while meeting technical specs and delivery targets.
- Direct complex supplier negotiations (pricing, terms, LTAs), ensure competitive bidding, and award recommendations; escalate and resolve claims, rejections, returns, and disputes.
- Drive small business participation strategies and reporting in line with company and regulatory requirements.
- Ensure accurate, compliant procurement documentation (POs, contracts, bid packages/RFPs) and maintain thorough supplier records.
Supplier Onboarding & Relationship Management
- Oversee supplier onboarding and qualification, evaluating capabilities, quality systems, compliance posture (including trade and anti-corruption), and financial stability.
- Lead supplier performance management (OTD, quality, cost, service), corrective actions, and continuous improvement initiatives; build strategic relationships to foster innovation and reliability.
Material and Production Planning
- Provide leadership for integrated material planning and production planning; align plans to production schedules, forecasts, and customer demand to minimize stockouts and obsolescence.
- Oversee cycle counts and periodic inventory audits; ensure process and policy compliance across sites and systems.
Analytics, Reporting & Decision Support
- Guide cost/price analysis, total cost of ownership assessments, market trend analysis, and cost modeling for key commodities (including specialized optics/laser components).
- Develop dashboards and leadership reports covering sourcing activity, savings, supplier performance, inventory health, and risk.
Compliance, Risk & Governance
- Ensure compliance with company policies and applicable regulations across procurement and materials (e.g., security, trade compliance, anti-corruption, government contract requirements).
- Proactively identify supply risks (cost, quality, delivery, capacity) and implement mitigation plans, including multi-sourcing and contractual protections.
Project & Cross Functional Leadership
- Sponsor and lead cross functional initiatives (engineering, production, quality, programs) to align specifications, qualify alternatives, and meet program milestones and budgets.
- Lead complex procurement projects from planning through execution, ensuring alignment with business needs and timelines.
REQUIRED CAPABILITIES
- U.S. Citizenship and ability to obtain/maintain a US Security Clearance due to government contract requirements
- Advanced proficiency in Microsoft Office (Excel, PowerPoint) and relevant procurement/materials systems.
- Exceptional leadership, communication, and stakeholder management skills; able to influence across engineering, production, quality, and program teams.
- Strong analytical and critical thinking skills; adept at data driven decision making under pressure and changing priorities.
- Demonstrated expertise in complex negotiations and supplier management, including LTAs and performance governance.
- High attention to detail with demonstrated problem solving and continuous improvement mindset.
- Strong communication skills, with the ability to communicate effectively with team members and stakeholders at all levels.
- Able to work additional hours evenings and weekends to meet company and customer requirements.
EDUCATION/ EXPERIENCE
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
- 10+ years of progressive experience in procurement/materials management with leadership responsibility; background across fabrication and optics, and indirect and small business sourcing
- Proven track record leading complex sourcing projects, conducting sophisticated cost/price analyses, and achieving cost reduction targets while maintaining quality and delivery performance.
- Deep understanding of material planning, forecasting, inventory optimization, storage, and distribution processes.
- 8+ years’ experience in a DoD manufacturing environment
- 10+ years’ experience in 5-S, Lean Six Sigma work environments
