Black Rock Enterprises is seeking an experienced Civil Construction Project Manager to oversee industrial, government, and union-based utility and sitework projects from pre-construction through closeout. This role is responsible for budgeting, scheduling, subcontractor coordination, client communication, and overall project financial performance.
The ideal candidate brings 710+ years of civil construction experience, strong technical knowledge of plans and grading, and is highly organized, tech-savvy, and capable of leading teams while upholding strong safety and core values. This position plays a critical role in ensuring projects are delivered safely, on time, and within budget.

Responsibilities Include (but are not limited to):Manage civil construction projects from contract award through final completion
Develop and maintain project schedules, budgets, and cost controls
Interpret and analyze construction drawings, grades, and specifications
Coordinate subcontractors, union labor, suppliers, and internal field teams
Oversee project financial performance including forecasting, change orders, and billing
Lead project meetings with clients, engineers, inspectors, and stakeholders
Ensure compliance with OSHA standards and company safety policies
Review and approve submittals, RFIs, contracts, and procurement documentation
Utilize Microsoft Excel and construction management software for reporting and tracking
Identify and proactively resolve project risks or field issues
Maintain strong communication between field operations and executive leadership
10+ years of experience in civil construction, utilities, or industrial sitework
Proven experience managing industrial, government, or union-based projects
Bachelors Degree preferred (Construction Management, Engineering, or related field)
Strong ability to read and interpret construction plans, grades, and technical specifications
Proficiency in Microsoft Excel and construction management software
Excellent leadership, communication, and organizational skills
Strong financial acumen with experience managing budgets and forecasting
Demonstrated safety leadership and OSHA compliance knowledge
OSHA Certification preferred
