HTS & Logistics Coordinator at T/CCI Manufacturing LLC – Decatur, Illinois
About This Position
Role Summary:
The salaried, exempt role responsible for the accurate assignment and governance of HTS (Harmonized Tariff Schedule) codes and related trade attributes for all products manufactured globally. This role ensures compliant, cost effective, and on time cross border movement of materials, WIP, and finished goods between the company’s facilities and to global customers. The position partners closely with Engineering, Procurement, Operations, Logistics, Sales, and Finance to prevent delays, minimize duty exposure, and standardize classification and shipping processes across regions. This role also plays a key role in supporting the Receiving department by overseeing all daily inbound deliveries and verify shipments against purchase orders, packing lists, and supplier documentation.
Key Responsibilities:
HTS Classification & Origin Determination
• Own the end to end classification process for finished goods, assemblies, kits, and spare parts across the U.S., China, and India tariff schedules.
• Support and maintain a single source of truth for HTS, product descriptions, unit of measure, country of origin (COO), customs value methodology, and notes/exemptions.
• Lead binding rulings and reclassification initiatives as needed; manage annual reviews and change control tied to engineering revisions/BOM changes.
• Determine preferential and non preferential origin; support FTAs (e.g., USMCA, RCEP if applicable) and assess duty drawback opportunities.
Cross Border Shipment Compliance
• Define and enforce export and import documentation standards: commercial invoices, packing lists, Certificate of Origin, COO affidavits, HS/HTS statements, producer declarations, and any licensing documentation.
• Ensure correct use of Incoterms® 2020, valuation, and terms of sale in order processing and shipping documents.
• Support duty mitigation strategies (tariff engineering, FTZ/bonded warehouses, first sale, FTA qualification).
• Support broker management activities: entry instructions, routing guides, escalation paths, POA/LOAs, and post entry audits.
• Support monitoring and resolving customs holds discrepancies, and corrective actions between plants and customers globally.
• Train cross functional teams (Sales, Customer Service, Shipping, Warehousing) on HTS, Incoterms, COO, valuation, and documentation compliance.
Receiving Department Support
• Oversee all daily inbound deliveries and verify shipments against purchase orders, packing lists, and supplier documentation.
• Ensure accurate receiving transactions in the ERP system, including quantities, part numbers, lot/batch codes, and date codes.
Requirements:Required Qualifications
• Bachelor’s degree in supply chain, International Business, Engineering, or related field.
• 1-3 years in global trade compliance, customs classification, or international logistics within manufacturing.
• Working knowledge of HTS/HS classification (U.S. HTSUS, China HS, India Customs Tariff), Incoterms® 2020, customs valuation, COO rules, and preferential trade agreements.
• Excellent communication, organization, and problem solving skills.
• Proven track record reducing delays/duties and resolving customs inquiries.
Preferred
• 3-5 years in global trade compliance, customs classification, or international logistics within manufacturing.
• Experience with brokers, TMS/WMS/ERP (e.g., SAP/Oracle/Infor/Microsoft Dynamics), and trade automation tools (e.g., Descartes, Thomson Reuters, E2open/Amber Road).
• Professional certifications (e.g., CUSECO, CTCS)
• Working knowledge of U.S. export control rules—including ECCN classifications under the EAR and any ITAR requirements—to ensure products are exported legally and do not require special licenses or restrictions.”
• Experience with FTZ, bonded warehouses, or duty drawback programs.
• Mandarin/Hindi proficiency or experience working across China/India operations.
• 2–4 years of experience in receiving warehousing, logistics, or manufacturing operations.
• Basic working knowledge of receiving documentation, purchase orders, and material identification.
• Ability to operate forklifts, pallet jacks, and other material handling equipment (certification preferred).
• Ability to lift 50 lbs. and work in warehouse/plant environments.
Tools & Systems Experience
• ERP/PLM: [e.g., SAP S/4HANA, Oracle, Infor, Dynamics; Teamcenter/Windchill]
• TMS/WMS: [e.g., Oracle TMS, SAP TM, Blue Yonder, Manhattan]
• Trade Compliance: [e.g., Descartes, E2open/Amber Road, Thomson Reuters ONESOURCE]
• Analytics: Excel/Power BI/Tableau for KPI dashboards and audit logs
Day-to-day activities
• Classify new parts/SKUs and update trade attributes in ERP.
• Review and approve shipping/entry documentation, issue broker instructions.
• Support Receiving of goods and materials into ERP
• Resolve customs queries and shipment exceptions; drive root cause and CAPA.
• Analyze tariff changes, duty rate impacts, and communicate to stakeholders.
• Run weekly reviews for inter plant transfers (India/China/US) and priority customer orders.
