About the Positions
Were seeking Project Managers at various levels to support long-range development initiatives for large, complex public transit environments. These roles focus on coordinating and advancing program-level initiatives that support infrastructure maintenance, system integration, and overall program delivery. These are not traditional construction management roles. They are centered on physical infrastructure and operational environments, with a focus on program coordination, stakeholder alignment, and implementation of processes and procedures within transit or rail settings.

Responsibilities may include, but are not limited to, the following:
- Support planning and execution of program initiatives related to communications and signaling systems, infrastructure maintenance, and long-range system improvements.
- Coordinate across engineering, operations, maintenance, and program teams to align scope, priorities, and implementation strategies.
- Translate program-level objectives into structured work plans, schedules, and deliverables.
- Track progress across multiple initiatives, identify risks and dependencies, and support mitigation strategies.
- Facilitate meetings, workshops, and working sessions with client stakeholders and technical teams.
- Support development and implementation of program-level processes, procedures, and governance frameworks.
- Prepare reports, presentations, and documentation to support leadership decision-making.
- Ensure alignment with agency standards, safety requirements, and regulatory frameworks.

Minimum Qualifications
- Bachelors degree in engineering, construction management, business, or related field, or equivalent combination of education and experience.
- 7+ years relevant work experience supporting large-scale, complex infrastructure projects in passenger transit (bus or rail), including experience within transit agencies, operators, or similar physical asset-based environments.
- Experience managing or coordinating programs involving physical infrastructure systems within transit or rail environments (e.g., signaling systems such as ATC or CBTC, communications systems, or similar infrastructure systems).
- Experience coordinating across engineering, operations, and maintenance stakeholders within infrastructure or transit environments.
- Experience supporting development or implementation of program-level processes, procedures, or governance frameworks.
- Experience using program management or project controls tools such as Primavera P6, Microsoft Project, eBuilder, Procore, or similar platforms to support planning, tracking, and reporting within infrastructure programs.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in engineering, construction management, or business.
- Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), or Architect Registration (AIA).
- Experience supporting large public transit agencies or comparable passenger rail systems.
- Experience working directly with engineering, operations, or maintenance teams supporting communications or signaling systems within transit or rail environments.
- Familiarity with signaling systems (e.g., ATC, CBTC) or communications infrastructure (e.g., fiber, radio, SCADA, CCTV).
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
Expected Salary: $120k-$190k/year ($58-$91/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
