This senior leadership role is responsible for shaping and governing enterprise-wide HR compliance, policy, and risk management strategies across a complex, multi-state organization. The position combines strategic oversight with hands-on execution, ensuring adherence to evolving employment laws while enabling consistent, ethical, and scalable HR practices. You will lead critical programs including HR policy governance, Employee Handbook management, EEO/AA compliance, and Leave of Absence and accommodations operations. Working remotely, you will collaborate closely with senior HR leaders, legal teams, external agencies, and cross-functional stakeholders to guide organizational change and strengthen compliance maturity. The role also includes managing a distributed team and overseeing vendor relationships to ensure operational excellence and regulatory alignment. Accountabilities:

This role is responsible for leading the full scope of HR compliance and policy strategy, ensuring alignment with federal, state, and local employment regulations while supporting enterprise workforce objectives. You will oversee critical compliance programs, manage risk, and drive continuous improvement in HR governance and operational standards.

  • Lead the design, execution, and oversight of HR compliance initiatives, including project planning, delivery tracking, and stakeholder coordination
  • Develop, implement, and maintain HR policies, procedures, and the Employee Handbook to ensure legal and ethical alignment
  • Oversee Leave of Absence and accommodations operations, ensuring compliance, consistency, and strong employee experience
  • Direct EEO and Affirmative Action programs, including reporting, training, and regulatory compliance
  • Manage HR compliance audits, risk assessments, and corrective action planning across internal and external reviews
  • Build reporting and analytics frameworks to identify compliance trends, risks, and improvement opportunities
  • Partner with legal, HR leadership, and external agencies to support enterprise-wide compliance strategy and transformation
  • Lead and develop a remote team while managing external vendors and ensuring operational effectiveness
Requirements

This position requires a seasoned HR compliance leader with deep expertise in employment law, policy governance, and multi-state workforce environments. The ideal candidate combines strategic thinking with operational execution and strong people leadership capabilities.

  • Bachelor’s degree required; advanced degree preferred
  • 7+ years of progressive HR compliance, policy, or related experience, or equivalent combination of education and experience
  • 5+ years of people management experience
  • Strong knowledge of employment law, EEO/AA regulations, and leave administration across multi-state environments
  • Proven experience managing HR compliance programs, audits, and risk mitigation strategies
  • Experience working with vendors and external regulatory agencies
  • Strong leadership skills with the ability to influence across all organizational levels
  • Excellent communication skills, both written and verbal, with the ability to translate complex compliance topics into clear guidance
  • Strong analytical skills with experience using data to drive compliance insights and decisions
  • Ability to manage multiple priorities in a dynamic, mission-driven environment
