Reports To: General Manager or their designee

Salary: $80,000 - $95,000 Annually (DOQ)

The Regional Transportation Agency of Central Maryland (RTA) manages and operates public transportation in Anne Arundel County, Howard County, northern Prince George’s County, and the City of Laurel. RTA employs 150 administrative and operational staff out of our Annapolis-Junction location.

JOB DESCRIPTION

We are seeking an exceptional, self-motivated, dependable, and dynamic Safety and Training Manager to develop, oversee, lead, and facilitate an organizational safety and training program.

KEY RESPONSIBILITIES, INCLUDING, BUT NOT LIMITED TO:

  • Demonstrates behaviors that are consistent with standards for professional and ethical conduct.
  • Plan, develop, and implement safety policies and procedures in compliance with local, state, and federal rules and regulations including, but not limited to the Occupational Safety and Health Administration (OSHA), Facility Safety programs, and the Department of Transportation (DOT) i.e. maintain the Public Transportation Agency Safety Plan (PTASP).
  • Advises other members of the management team on safety compliance issues and the appropriate countermeasures.
  • Evaluates, develops, and facilitates classroom instruction, behind-the-wheel training, and applicable work-site safety training.
  • Maintains training schedule and logs as well as complete training documentation based on regulations and company policy.
  • Conducts safety surveys, inspections, post-accident investigations, and prepares written reports of findings and prevention recommendations for use by company personnel and senior management.
  • Serves as the designated employer representative (DER) for the company's drug and alcohol program.
  • Prepares, plans, and facilitates Safety Meetings.
  • Monitors and coaches company staff for compliance with the Drive-Cam program.
  • Primary contact for all workplace accidents/collisions.
  • Secondary contact for all environmental and facility inspections and compliance.
  • Monitors and coaches subordinate employees.
  • Assists with ordering safety equipment and supplies for all employees.
  • Keeps abreast of current and changing regulations within the industry.
  • Assist in the hiring process for new staff, as needed.
  • Attend ongoing training and meet certification requirements as needed.
  • Other position-related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of federal, state, and local rules and regulations regarding safety and environmental issues.
  • Exceptional knowledge of Microsoft Word, Excel and PowerPoint.
  • Ability to effectively prioritize tasks and manage time effectively.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to effectively interact with employees of all levels, including drivers/operators, customers, senior management, client representatives, union officials, and the general public.
  • Demonstrate regular and consistent attendance and punctuality.
  • Must be able to work a varying schedule to accommodate all shifts as necessary.
  • Ability to work in all environmental conditions.
  • Ability to occasionally lift up to 50 lbs.
  • Knowledge of current and future safety trends in the transit industry.
Requirements:

MINIMUM QUALIFICATIONS:

  • Bachelor's degree and three (3) years of direct experience in the transit safety industry.
  • Experience administering an organizational safety program, complete with hands-on driver training and maintaining federal, state, and local compliance.
  • Must possess and maintain a valid class B or higher CDL with Passenger (P) endorsement with no airbrake (L) restriction.
  • Acquire and maintain a Medical Examiner's certificate (DOT card).
  • Ability to operate a variety of transit vehicles, including but not limited to transit buses, vans, and sedans.
  • Previous supervisory experience.
  • Fluency in English

PHYSICAL REQUIREMENTS & WORKING CONDITIONS:

  • Ability to work under high stress and meet strict timelines.
  • Frequently required to stand; walk; sit; use hands and fingers to touch or feel; and talk or hear; climb stairs and/or ladders.
  • Occasionally required to reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl and twist at the knee or waist.
  • Must occasionally lift and/or move, push or pull up to 50 pounds.
  • Specific vision abilities require close vision, distance vision, peripheral vision, color, depth perception, and ability to adjust focus.
  • Possess a sense of hearing, including tone, pitch, and volume when operating transit vehicles, using 2-way radio, and assisting passengers and public.
  • Must have good manual dexterity to perform the basic functions of the keypad. Required to reach, grasp, and use multiple objects which include but are not limited to a 2-way radio, PA microphone, steering wheel, wheelchair lift controls, and bus door controls.
  • Subject to vehicle noise and vibration.
  • Subject to vehicle exhaust fumes and odors, road dust and mist.
  • Must be able and willing to work outside in all weather conditions, including but not limited to, extreme heat, cold, rain, wind, snow, etc.
  • Candidates in this position are considered as essential personnel. Candidates are required to report to duty during emergencies, severe weather conditions, or other operational disruptions to ensure continuity of RTA transit services.
  • Must be willing to respond to various methods of communication during non-standard hours.
  • Ability to pass pre-employment drug screening.
  • This position is safety-sensitive and is subject to RTA's drug and alcohol testing program.
  • This is not a bargaining unit position.
