About This Position
Position Summary
The Resident Services Coordinator / Social Worker provides on-site supportive services to residents of a 55+ Low-Income Housing Tax Credit (LIHTC) community. This role supports resident stability, housing retention, and quality of life by connecting residents to public benefits, entitlement programs, and community-based resources. Services are voluntary and provided in compliance with LIHTC program requirements, Fair Housing regulations, and confidentiality standards.
Essential Duties & Responsibilities
Resident Services & Case Management
- Provide voluntary, non-mandatory resident services to support housing stability and independent living
- Conduct resident needs assessments related to benefits, health access, food security, transportation, and social support
- Develop and maintain individualized service plans based on resident goals and needs
- Provide ongoing follow-up, referrals, and advocacy to ensure continuity of services
- Supporting residents at risk of housing instability by connecting them to appropriate assistance resources
Benefits & Entitlement Assistance
- Assist residents with understanding, applying for, and maintaining eligibility for public benefits and assistance programs, including:
- Medicare, Medicaid, and Medicare Savings Programs
- Social Security, SSI, and SSDI
- SNAP and other nutrition assistance programs
- Energy and utility assistance programs
- State, county, and local senior assistance programs
- Provide education on eligibility requirements, recertification timelines, and required documentation
- Coordinate with external agencies while maintaining resident consent and confidentiality
LIHTC & Compliance Support (Non-Certification Role)
- Support compliance goals by promoting resident stability and leasing compliance through supportive services
- Work collaboratively with property management staff while maintaining clear separation between:
- Resident services functions
- Income qualification, rent determination, and compliance activities
- Maintain accurate service documentation for reporting and audit support, without collecting or determining income eligibility
- Ensure all services are offered consistently and without discrimination, in compliance with Fair Housing and LIHTC regulations
Community Partnerships & Resource Coordination
- Maintain current knowledge of community resources serving older adults and low-income households
- Establish and maintain relationships with local service providers, healthcare organizations, and nonprofit agencies
- Coordinate on-site programming or informational sessions that are optional and open to all eligible residents
Documentation & Reporting
- Maintain confidential resident service records in accordance with organizational policies and privacy laws
- Track service utilization, referrals, and outcomes for internal reporting and compliance support
- Assist with resident services reporting required for funding, audits, or agency reviews
Qualifications
Required
- Associate’s or Bachelor’s degree in Social Work, Human Services, Gerontology, or a related field, or equivalent relevant experience
- Experience working with older adults, affordable housing residents, or social service programs
- Working knowledge of public benefits and entitlement programs
- Understanding of LIHTC housing principles, Fair Housing requirements, and resident rights
- Strong organizational, communication, and advocacy skills
Preferred
- Bachelor’s or Master’s degree in Social Work (BSW/MSW)
- Case management certification or social services credential
- Experience in LIHTC, HUD-assisted, or affordable senior housing environments
- Bilingual or multilingual abilities
Work Environment
- On-site position in a 55+ LIHTC residential community
- Regular interaction with residents, property management staff, and community partners
- Occasional off-site meetings with service providers or agencies
