Position Title: Scheduling Manager
About the Position
Were seeking a Scheduling Manager to support a large, complex, heavy-civil rail infrastructure program in downtown San Francisco. This role will support delivery of an underground rail extension connecting regional commuter rail and future high-speed rail into a multi-modal transit hub. The work involves tunneled construction (cut-and-cover and mined), underground stations, utility relocations, and rail systems integration in a dense urban environment.
This position requires a contractor-oriented mindset and deep understanding of construction sequencing, logistics, and production in constrained urban settings. The Scheduling Manager will lead development, maintenance, and analysis of program schedules, working closely with construction, engineering, and program management teams to support on-time, on-budget delivery.
Responsibilities may include, but are not limited to, the following:
- Develop, maintain, and manage integrated CPM schedules using Primavera P6 across design, procurement, and construction phases.
- Lead schedule development for underground construction including tunneling (mined and cut-and-cover), station construction, and rail systems installation.
- Establish and maintain baseline schedules, including logic, durations, resource loading, and constraints.
- Evaluate contractor schedules for constructability, sequencing, and compliance with contract requirements.
- Perform critical path analysis, float analysis, and schedule risk identification.
- Support Time Impact Analyses (TIAs), delay analysis, and change management processes.
- Coordinate with construction teams to validate schedule progress against field conditions, production rates, and daily reports.
- Analyze construction logistics in dense urban environments, including staging, access, traffic control, and utility conflicts.
- Integrate multiple stakeholders schedules into a master program schedule (agencies, contractors, third parties).
- Support schedule reporting, dashboards, and executive-level updates.
- Identify schedule risks and develop mitigation strategies aligned with project delivery objectives.
- Collaborate with cost controls, document control, and program management teams to ensure alignment across project controls functions.

Minimum Qualifications
- Bachelors degree in construction management, engineering, or related field, or equivalent combination of education and experience.
- 10+ years of experience in construction scheduling on large, complex infrastructure projects, including direct experience on underground rail or tunnel-based transit programs.
- Direct experience supporting underground rail transit projects in dense urban environments, including tunneling and underground station construction.
- Advanced proficiency in Primavera P6 and CPM scheduling methodologies.
- Experience developing and reviewing contractor schedules, including logic validation and sequencing analysis.
- Experience with construction sequencing, production rates, and field-driven schedule validation.
- Experience supporting schedule updates using field reports, progress tracking, and coordination with construction teams.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Masters degree in engineering or construction management.
- Experience on major rail/transit programs or mega-projects (e.g., commuter rail, heavy rail, high-speed rail).
- Experience with tunneling methods (TBM, mined tunnel, cut-and-cover) and underground station construction.
- Experience supporting owners representative or PM/CM teams on large public infrastructure programs.
- Familiarity with schedule risk analysis tools (e.g., Monte Carlo simulations).
- Experience integrating multi-agency or multi-contractor schedules into a master program schedule.
- Experience working in highly constrained urban environments with complex utility and stakeholder interfaces.
- Experience with reporting and visualization tools (e.g., Power BI or similar dashboard/KPI reporting software).
Compensation Details
Expected Salary: $180k-$255k/year ($86-$122/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
