About This Position

Job Title: Database Administrator

Job Location: 100% Remote

Job Summary: The Database Administrator is responsible for providing advanced database administration support functions supporting the Infrastructure and Software Environment for the Indian Health Service (IHS) primary Electronic Health Record (EHR), the Resource and Patient Management System (RPMS). This position supports the installation, configuration, maintenance, performance tuning, backup and recovery, and security of database environments that support critical clinical, administrative, and operational functions. The Database Administrator works independently and collaboratively with system administrators, application teams, and stakeholders to ensure database availability, integrity, confidentiality, and compliance with federal and organizational requirements in a 24/7 healthcare IT environment.

Job Duties and Responsibilities:

Tier 3 Database Operations & Maintenance

  • Provide Tier 3 database administration support for RPMS and associated healthcare applications in support of mission-critical clinical and administrative systems.
  • Install, configure, maintain, and support enterprise database platforms in Windows, Linux, and AIX environments.
  • Ensure continuous availability, integrity, and confidentiality of databases supporting Electronic Health Record (EHR) operations.
  • Perform database performance monitoring, tuning, and optimization to support service level agreements (SLAs).

Backup, Recovery & Continuity

  • Perform and manage database backup and recovery operations, including routine validation and restoration testing.
  • Support disaster recovery and high-availability solutions in accordance with approved continuity and contingency plans.
  • Document backup schedules, recovery procedures, and test results in accordance with PWS requirements.

Security, Compliance & Risk Management

  • Implement and maintain database security controls, access permissions, and role-based access in compliance with IHS, HHS, NIST, HIPAA, and FISMA requirements.
  • Support vulnerability remediation, security patching, and compliance reporting activities.
  • Participate in audits, assessments, and data calls related to database operations and security posture.

Change & Release Management

  • Participate in Configuration Change Management governance by working with developers’ teams in creating test sandbox environment and resource management.
  • Support release management in coordination and scheduling Beta Tested results to customer clinics and hospitals for production use.
  • Coordinate database changes with system administrators, application teams, cybersecurity staff, and vendors.

Incident Management & Troubleshooting

  • Troubleshoot and resolve complex database incidents, outages, and performance issues.
  • Perform root cause analysis and document corrective and preventive actions.
  • Provide timely incident updates and post-incident documentation to program and federal stakeholders.

Documentation & Reporting

  • Develop, maintain, and update database documentation including:
  • Configuration baselines
  • Standard Operating Procedures (SOPs)
  • Backup and recovery procedures
  • Architecture and dependency documentation
  • Ensure all documentation is stored in an approved government repository and maintained in accordance with PWS documentation standards.
  • Contribute to operational reports, metrics, and deliverables required under the contract.

Collaboration & Support

  • Collaborate with system administrators, network engineers, application teams, and program management staff to support integrated system operations.
  • Provide guidance and technical support to Tier 1 and Tier 2 personnel as needed.
  • Support modernization, optimization, and continuous improvement initiatives related to database services.

On-Call & Operational Support

  • Participate in on-call and after-hours support rotations to support 24x7 healthcare operations.
  • Respond to critical incidents and service disruptions within required SLA timeframes.

Job Requirements:

Education and Certifications

  • Bachelor’s degree in Computer Science, Information Technology, Information Systems, or a related technical field (required).
  • Must have the ability to obtain and maintain a public trust clearance
  • Must be a US citizen
  • Minimum of 3–5 years of progressively responsible experience in database administration roles.
  • Associate degree with significant relevant experience may be acceptable.
  • CompTIA Security + Certification (Required)
  • CompTIA Server + Certification (Required)
  • CompTIA Cloud + Certification (Required)

PREFERRED

Database administration–related certifications (preferred), such as:

  • InterSystems Cache/IRIS/HealthShare certification
  • Oracle, SQL Server, or equivalent database certifications
  • ITIL Foundation certification (preferred).
  • Security-related certifications (e.g., Security+, CISSP) preferred.
  • Ability to obtain and maintain required federal suitability or background clearance (Public Trust) - Certifications are required and must be active.
    • MUMPS or VistA system-related certification

Skills

  • Strong expertise in enterprise database administration within Windows, Linux, and/or AIX environments.
  • Experience supporting Electronic Health Record (EHR) systems, preferably RPMS.
  • Proficiency in database performance monitoring, tuning, optimization, and capacity planning.
  • Strong knowledge of backup, recovery, replication, and high-availability database solutions.
  • Experience implementing database security controls, role-based access, and audit logging.
  • Familiarity with NIST, FISMA, HIPAA, and federal IT security requirements.
  • Ability to troubleshoot and resolve complex database issues and outages.
  • Strong documentation skills for SOPs, configurations, and operational procedures.
  • Ability to follow and support change management, release management, and incident management processes.
  • Effective written and verbal communication skills.
  • Ability to work independently and collaboratively within cross-functional technical teams.
  • Proficiency in SQL queries, stored procedures, views, indexes, and scripting tools for automation (e.g., PowerShell, shell scripting, or similar).
  • Knowledge of networking fundamentals, security practices, and connectivity issues that affect database access for remote clinics and sites.
  • Experience supporting virtualized and cloud environments.
  • Proficiency with endpoint and monitoring tools (e.g., CrowdStrike)

Experience

  • Experience providing Tier 2 or Tier 3 operational support in a production IT environment.
  • Hands-on experience with database installation, configuration, patching, and upgrades.
  • Experience supporting backup and disaster recovery testing and documentation.
  • Experience working in a healthcare IT environment or supporting clinical systems preferred.
  • Experience in a federal, tribal, or government contracting environment preferred.
  • Experience supporting 24x7 mission-critical systems and participating in on-call support rotations.
  • Demonstrated experience supporting audits, compliance reviews, and operational reporting.
