Commence is seeking a results-driven Business Development Analyst to join our dedicated Public Sector Growth Team. This is a 100% dedicated federal contracting role, focused on identifying, vetting, and advancing opportunities aligned with Commence’s agency targets and strategic plans. The ideal candidate brings several years of hands-on experience in federal growth, understands how to mine for opportunities across government intelligence platforms, and can serve as a support role for the growth team - supporting pursuit strategy, opportunity qualification, and pipeline management to position Commence for sustained contract growth.
Essential Duties and Responsibilities
· Proactively mine and track federal contracting opportunities using GovWin, SAM.gov, FPDS, USASpending, GSA eBuy, and other government intelligence sources.
· Qualify and vet opportunities against Commence’s capabilities, agency priorities, and strategic plan; develop go/no-go recommendations for leadership.
· Maintain and update the federal opportunity pipeline in Salesforce CRM, ensuring accurate and timely data entry for all stages of opportunity pursuit; support ongoing customization and configuration of Salesforce objects, fields, views, and workflows to meet the federal BD team’s evolving tracking and reporting needs.
· Monitor agency procurement forecasts, budget justifications, and RFI/sources[1]sought notices to identify emerging requirements and shape strategies early.
· Develop and support pursuit strategies for prioritized opportunities, including capture planning, competitive intelligence, and teaming partner analysis.
· Collaborate with business development leads and capture managers to prepare briefings, opportunity summaries, and strategic positioning documents for leadership reviews.
· Support proposal development efforts, including reviewing solicitations, coordinating with proposal teams, assisting with page layout, data entry, resume updates, and compliance matrices.
· Support the maintenance of the opportunity tracking database, boilerplate/content repository, and staff qualifications library.
· Research potential teaming partners, subcontractors, and competitive landscapes to inform pursuit decisions.
· Attend industry events, conferences, and networking opportunities relevant to Commence’s federal market focus.
· Prepare pipeline status reports and BD activity updates for leadership reviews.
Qualifications
• 3–5+ years of experience in federal business development, capture support, or a related role within a federal government contracting environment.
• Demonstrated proficiency with opportunity intelligence platforms including GovWin IQ, SAM.gov, FPDS, and related tools.
• Working knowledge of Salesforce CRM for pipeline tracking and opportunity management, including experience with Salesforce customization and configuration -such as creating and modifying custom objects, fields, page layouts, list views, reports, and dashboards tailored to business development workflows.
• Strong understanding of the federal procurement lifecycle, including pre-award activities, RFI/sources-sought stages, solicitation analysis, and award processes.
• Experience supporting or developing capture strategies and pursuit plans aligned with specific agency targets.
• Familiarity with junior-level capture analyst functions: reviewing solicitations, conducting competitive analysis, supporting gate/color reviews.
• Excellent research, writing, and organizational skills with strong attention to detail.
• Ability to manage multiple priorities and meet deadline-driven deliverables in a fast-paced environment.
Preferred Qualifications
• Experience working with or supporting federal health agencies (CMS, VA, DHA, NIH, HHS, or similar).
• Familiarity with federal contract vehicles such as GSA MAS, OASIS+, 8(a) STARS III, SeaPort-NxG, or similar IDIQs.
• Exposure to Shipley or similar proposal/capture methodology.
• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint.
• Experience working in or knowledge of small business federal contracting environments. Hands-on Salesforce platform experience: familiarity with Salesforce Sales Cloud, opportunity and pipeline management, platform configuration, and the ability to build or modify flows, validation rules, and permission sets is highly desirable.
