About This Position

Position Summary

Responsible for the strategic planning, organization, implementation, and evaluation of Environmental, Safety, and Security programs. Acts as a key resource for Environmental, Health, and Safety (EHS) and Security matters for facility and subcontractor personnel across various industrial sectors related to ship repair. This role provides technical leadership in the development and execution of industrial hygiene and health processes at designated locations, including onboard sea-going vessels, industrial shops, and drydocks, while ensuring compliance with established Federal OSHA standards, State OSHA regulations, NAVSEA Standard Items, and Maritime Regulations.

Essential Duties and Responsibilities

  • Offers strategic leadership for all initiatives related to Environmental, Health, and Safety ensuring operations comply with Federal and State regulations.
  • Enhances and optimizes the Environmental, Health, and Safety (EHS) management system, with a focus on effective recordkeeping and stringent document control measures.
  • Fosters and sustains a collaborative partnership with operational leadership, actively participating in operational planning processes to ensure that Environmental, Health, and Safety (EHS) considerations are proactively integrated into operational practices.
  • Ensures the proper maintenance of OSHA recordkeeping and other Environmental, Health, and Safety (EHS) records, while ensuring that all mandatory Environmental, Safety, and Health (ESH) compliance reporting is conducted promptly.
  • Assists the Production Support Systems Director in defining objectives, benchmarks, and strategic action plans to facilitate ongoing improvement, while consistently evaluating progress in relation to these plans.
  • Collaborates with management, supervisory staff, and personnel to ensure that corrective and preventive actions are implemented promptly and effectively.
  • May oversee Environmental, Health and Safety team members ensuring strong performance and operational success. Administers performance reviews, coaching, and development activities as necessary.
  • Actively participates in the production planning process by integrating environmental considerations into the workflow. Employs Best Management Practices (BMPs) as appropriate.
  • Conducts comprehensive analysis and interpretation of ESH incident data to identify trends, while developing strategic plans and initiatives.
  • Oversees the assessment of qualitative and quantitative exposure risks, effectively communicates findings to both employees and management, and provides recommendations for control measures. Ensures the implementation of occupational health protocols and arrangements to accurately assess, treat, and monitor injuries and illnesses, while also establishing proactive surveillance programs essential for enabling employees to safely perform their duties.
  • Ensures effective leadership for all Environmental, Health, and Safety (EHS) initiatives. Operates in compliance with Técnico’s Injury and Illness Prevention Program, Safety Manual, Environmental Manual, and all associated documentation to maintain a safe working environment for all personnel.
  • The planning and implementation of weekly Gangbox training sessions are designed to ensure that employees are thoroughly educated about the hazards associated with their job responsibilities.
  • Conduct daily safety inspections across all workshops, vessels undergoing repairs, and operational areas. Analyze the results to determine necessary corrective actions and training initiatives aimed at addressing recurring issues.
  • Conducts a thorough analysis of environmental conditions and employee performance trends to identify potential hazards, assess risks, and establish causal relationships; formulates recommendations for the mitigation of safety and occupational health risks.
  • Conducts thorough investigations of injuries and accidents by examining evidence, analyzing contributing factors, interviewing witnesses, and reconstructing events to identify the origins of reported injuries and illnesses.
  • Records injuries and accidents, ensuring the accuracy of collected data through precise documentation of occurrences and comprehensive data summaries, along with the diligent maintenance of program information.
  • Conducts a comprehensive analysis of injuries and accidents by evaluating available data to identify potential sources of losses. This process involves determining critical factors that precede incidents and providing recommendations for alternative strategies to mitigate or eliminate losses associated with injuries and illnesses.

Education and Experience:

  • Bachelor’s degree or equivalent education and experience.
  • 5 plus years’ experience (military/marine or ship repair industry preferred).

Knowledge, Skills and Abilities:

  • Possess a comprehensive understanding of OSHA Regulations and NAVSEA Standard Items relevant to facilities maintenance, operations, construction, and industrial safety/environment.
  • Possessing a comprehensive understanding of local, state, and federal environmental agencies and their corresponding regulations, with a focus on engaging in emergency planning initiatives, integrating environmental programs within production settings, and providing training for hazardous waste management personnel.
  • Proficient in composing comprehensive reports, formal business correspondence, and detailed procedure manuals.
  • Demonstrated expertise in developing and implementing procedures for the thorough investigation and reporting of safety and health incidents, along with the formulation of effective corrective action recommendations.
  • Possess a comprehensive understanding of ship repair specifications relevant to extensive ship-wide and multi-ship repair initiatives.
  • Effective communication with ship personnel, contractors, subcontractors, vendors, customers, and employees is essential.
  • Ability to work at a high level of accuracy and attention to detail.
  • Ability and tolerance to meet due dates and deadlines and/or time constraints.
  • Ability to evaluate and analyze departmental and industry trends.
  • Knowledge of and ability to utilize Microsoft office applications.
  • Ability to resolve complaints and negotiate with others.

Physical and Environmental Demands

Office position in a production environment may be exposed to noise levels, dust and/or grime. Must wear appropriate personal protective equipment when required. Office environment with computers, printers, typing and normal conversation.
