Position Title: Compliance Specialist III
Overview:
The Prevailing Wage Compliance Specialist is responsible for leading the companys prevailing wage compliance function across all public works projects. This role ensures adherence to California and federal labor regulations, including certified payroll reporting, apprenticeship requirements, and fringe benefit compliance. The specialist oversees payroll coordination for public works labor, and acts as the primary liaison between Compliance, Payroll, HR, Legal, Operations, and subcontractors.
This position also manages regulatory reporting, supports public works audits, maintains compliance with DIR requirements, and ensures wage determinations, classifications, and training standards are properly applied across projects. The role plays a critical part in protecting the organization from compliance risk while maintaining accurate reporting and operational efficiency.
Key Responsibilities
- Supervises Prevailing Wage Compliance Specialists and is responsible for ensuring prevailing wage compliance with all public works projects; certified payroll compliance and reporting; apprenticeship program and STW compliance.
- Responsible for all creditable Fringe Benefits and programs, as applicable to PW compliance.
- Coordinator between Payroll and PW administration.
- Coordinator between Compliance, Subcontracted PW labor, Legal, Operations, and Human Resources.
- Apprenticeship program liaison including membership and training opportunities for workers.
- Annual CA DIR renewal and compliance
- Coordinate compliant response to any public works audits by the DIR, owners, GCs or Labor Compliance TPAs.
Major Areas of Responsibilities
- Personnel supervision of the Compliance team. Knowledge of the California and Federal Public Works Labor Code, the DIR PW Regulations, and the day-to-day duties of Compliance Specialists.
- Ensure PW Compliance Understand federal and state labor compliance and prevailing wage regulations and standards, including any Project Labor Agreements or Project Stabilization Agreements.
- Keep up to date with all DOL, DIR, and Union wage determinations, scopes of work, holidays, increases, shift differentials, fringe benefits, training, and any applicable footnotes.
- Ensure wage, fringe, and training payments comply.
- Apply changes/updates to procedures accordingly.
- Knowledge of PW applicability to the weekly payroll process. PW wage and fringe calculation, coding, and implementation with the payroll process. Ensure all increases and changes based on Wage Determinations are maintained, communicated, and documented.
- Review all public works jobs, contracts, and requirements to stay compliant, and question projects not marked as PW to prevent any misclassifications.
- Ensure all compliance documentation, processes, and procedures are followed for public works projects.
- Review daily Time Logs, Labor entries for any discrepancies applicable to PW projects (classifications, certifications, apprentice ratios, STW, etc.).
- Drive FileMaker Pro and/or other ERP System enhancements to benefit company-wide use.
- Develop processes and procedures and implement training in these areas accordingly.
- Coordinate with Human Resources and Payroll on Living Wage Order compliance applicable to projects.
- Provide Prevailing Wage costs to Sales and Estimation requests.
- Provide training, guidance and motivation to the Compliance team and keep them updated on the latest regulations.
- Any other projects assigned by the CEO/President.
Required Qualifications
- BA / BS Degree
- Minimum 5 years of prevailing wage compliance experience and understanding of the California Labor Code.
- MS Office.
- Excellent verbal, written, and math skills. Thoroughness and attention to detail. Ability to successfully communicate issues and work toward resolution with various parties.
Preferred Qualifications
- Successful DIR or DOL PW experience with responding to audits and/or CWPAs.
- 3-5 Years billing and invoicing experience, preferably in the same or similar industry.
- Experience with: CA DIR Portal, Excel, File Maker Pro

Working Conditions
The employee will spend their time in an office environment with a quiet to moderate noise level. Occasional travel to client job site to start the meetings may be required.
Physical Requirements
While performing the duties of this job, the employee is regularly required to sit for long periods of time; talk or hear; perform fine motor, hand and finger skills in the use of a keyboard, telephone, or writing. Specific vision abilities include close vision, distance vision, depth perception and the ability to adjust focus. The position may require some lifting and carrying of 25 pounds or less.
