Position Summary:

Central Research Inc. (CRI) is hiring a Data Quality Manager. The Data Quality Manager ensures the accuracy of the loan transfer process, the enrollment, the school and DMCS and assignment processes and the NSLDS reporting process for the Perkins Loan Servicing Program. This role ensures updates are in line with FSA requirements, federal regulations and applicable state and federal laws, supporting timely data reporting and borrower support.

Key Responsibilities:

  • Implements quality assurance and operational efficiency measures to ensure operational and financial data accuracy.
  • Oversees the end-to-end enrollment updates and corresponding reporting processes.
  • Oversees the loan transfer process including the loan consolidation process and the assignment process with educational institutions and DMCS.
  • Oversees the NSLDS reporting process.
  • Resolves customer complaints including those received from other government agencies and oversees the control mail process.
  • Identifies and reports Predatory Third-Party Debt Relief requirements and activities.
  • Reviews operational processes and controls to identify and resolve gaps.
  • Identifies operational and financial processing performance trends.
  • Collaborates with operations and IT for real-time updates and scalable solutions.
  • Oversees the credit reporting process.
  • Creates and oversees the GCR Loan Servicing Capacity Plan.
  • Creates and maintains Risk Management Plan.
  • Provides timely responses to FOIA and Privacy Act requests.
  • Develops and maintains internal processing flows and control documentation while ensuring compliance training programs are aligned with federal and state standards.
  • Addresses and resolves borrower concerns, client requests, and compliance inquiries in a timely and professional manner.

Reporting & Continuous Improvement:

  • Produces, monitors, and evaluates performance, production, and compliance reports for program areas.
  • Partners with workforce management to create and oversee the GCR Loan Servicing capacity plan while ensuring staffing levels align with operational goals and performance metrics.
  • Conducts proactive audits of processes and documentation to identify improvement opportunities and performance trends.
  • Reports compliance issues promptly to senior leadership and ensure corrective actions are implemented.
  • Participates in continuing education and regulatory updates to maintain current knowledge of evolving compliance requirements.

Perkins Loan Operations & Compliance:

  • Develops and implements quality measures to prevent accounting discrepancies and ensure operational accuracy.
  • Leadership & Team Management
  • Manages, leads, and develops accounting and operational account adjustment teams supporting student loan repayment and Perkins cancellation programs.
  • Supervises and mentors team members and supervisors, providing training, guidance, and performance feedback to maximize productivity and engagement.
  • Collaborates with the Manager of Back Office Operations to refine workflows and enhance the borrower experience across account adjustments, application processing, and quality initiatives.

Loan Operations & Data Integrity:

  • Manages outside audits and audits related activities.
  • Reviews loan financial data; execute account adjustments, reconciliations, and payment processing.
  • Oversees onboarding and offboarding of student loan transfers and loan consolidations while ensuring compliance and accuracy throughout the process.
  • Strong leadership, communication, and analytical skills.
  • Attention to detail and ability to meet strict deadlines.

Essential Duties & Responsibilities:

  • Manages end-to-end loan transfers and assignments, ensuring proper documentation and compliance.
  • Coordinates with educational institutions for timely data submissions.
  • Integrates assigned loans into servicing platforms and NSLDS reporting.
  • Implements quality checks to maintain data accuracy.
  • Prepares metrics on assignment trends and workflow efficiency.
  • Works with IT teams to automate and scale assignment processes

Minimum Requirements (Education & Experience):

  • US Citizenship required
  • Bachelor's degree
  • 5 years' experience in enrollment processing, loan servicing, quality and/or data management.
  • 2 years' experience with NSLDS and federal compliance requirements.
  • Strong organizational, analytical, and communication skills.
  • Ability to manage multiple priorities and timelines effectively.
  • Proficiency with relevant software and data management tools.
  • Ability to obtain and maintain a Federal Public Trust (6c) security clearance (financial/credit history and background will be reviewed):
    • Not in default on federal student loans
    • Demonstrated financial responsibility
    • No felony convictions within the past 7 years
    • Misdemeanor convictions within the past 7 years may impact eligibility
    • No non-medical collections totaling $7,500 or more.

Minimum Requirements (Knowledge, Skills & Abilities):

  • Knowledge and understanding of the Telephone Consumer Protection Act and Consumer Financial Protection Bureau, its related regulations and the state laws and regulations
  • Ability to create presentations and provide training to staff regarding performance
  • Ability to audit and review and reconcile loan balances and payments
  • Capable of leading a team and coaching a team
  • Detailed oriented and ability to multi-task
  • Excellent written, verbal, and interpersonal communication skills
  • Proficient knowledge of Microsoft Office applications, specifically excel
  • Ability to read, write and speak fluent English
  • Excellent presentation and facilitations skills
  • Demonstrated ability to communicate effectively within all levels of the organization
  • Ability to adjust quickly to changing business needs

Preferred Requirements (Education & Experience):

  • Bachelor’s degree in education or business, or related fields; or the equivalent through combination of education and experience
  • 5 years’ experience in administrative support leadership role directing and managing teams on the student loan servicing contract OR 5 years’ experience executing operational tasks on the student loan servicing contract.
  • Experience working in a higher education financial aid office.
  • Demonstrated strength in operational and financial analysis using manual and computerized methods.
  • Knowledge of systems and practices is commonly utilized in the occupation of a financial services organization.
  • Must be able to obtain and maintain a Department of Education 6C Security clearance
  • Expert level knowledge in Microsoft Excel and at least intermediate level knowledge in Microsoft Word.
