POSITION: Cashier/Exemption Deputy

DEPARTMENT: Treasurer/Auditor

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F, 37.5 hours/week

JOB CATEGORY: COMOT (Computer, Office Machine Operation, Technician)

STATUS: Full-time

FLSA STATUS: Non-exempt

Incumbent serves as part-time Cashier for the Treasurer, responsible for processing payments, assisting taxpayers and lenders, and balancing cash drawer. Incumbent also serves as part-time Exemption Deputy/File Exemption Clerk for the Whitley County Auditor’s Office, responsible for applying eligible exemptions and deductions allowed by State statutes.

Under the Treasurer:

Processes payments and receipts.

Balances cash drawer.

Answers telephone and greets office visitors, providing information and assistance, responding to inquiries, and/or directing callers to appropriate individual or department.

Issues and processes alcohol and mobile home permits.

Interprets and verifies tax information.

Deposits checks using remote capture machine.

Performs duties of Chief Deputy in his/her absence.

Under the Auditor:

Performs verification and eligibility of exemptions and deductions for homestead, mortgage, age, disability, veterans, geothermal solar/wind, and fertilizer.

Verifies sales disclosure forms, including collecting and receipting fees. Prepares deduction and exemption applications for taxpayers.

Removes released mortgages, homesteads, and other exemptions from active files. Researches taxpayer's property information as requested.

Processes deeds and/or other legal documents for transfer property. Processes exemption applications for reductions of assessed values. Prepares back-bill ineligible exemptions with Tax Deputy.

Works with other counties and states for verification.

Answers telephone and greets office visitors, providing information and assistance, including making copies, taking messages, and transferring and directing to appropriate individual or department, helping to solve problems, and answering questions.

Performs various duties, including cataloging new and obsolete exemptions, processing geothermals, updating address changes and death reports, and makes copies of documents as requested.

Prepares correspondence and written notifications, including revised tax statements and homestead exemptions.

Assists researchers, Chief Deputy, and staff as needed.

Assists Tax Deputy with splits and combines.

Completes receipts when in the absence of Auditor and Deputy Auditor.

Assists with tax sales duties as needed.

Serves as File Management Clerk, including pulling files for current court cases and marriage licenses and delivering to Clerk of Courts. Monitoring files for retention period, assisting public in locating and copying Public Records and filling request for files as requested.

Attends State called meetings, Parcel committee, and computer training when required.

Performs duties of other staff in their absence or as needed.

Performs related duties as assigned.

Requirements:

High school diploma, with one year or more of experience in related job preferred.

Working knowledge of Department policies and procedures, applicable local and state rules and regulations, legal terminology, and forms.

Working knowledge of and ability to make practical application of standard bookkeeping principles, and ability to make simple arithmetic calculations, maintain and reconcile accurate records, and prepare detailed reports as required.

Working knowledge of basic filing systems and ability to create and maintain Department files and records.

Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare correspondence and reports as required.

Ability to properly operate a variety of standard office equipment, including computer, typewriter, fax machine, telephone, calculator, postage meter, and copier.

Ability to effectively communicate orally and in writing with co-workers, other County departments, attorneys, and the public, including being sensitive to professional ethics, gender, cultural diversity, and disabilities.

Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to, or maintain confidentiality of, Department records and information according to State requirements.

Ability to understand, memorize, retain, and carry out oral and written instructions and present findings in oral or written form.

Ability to count, compute, and make arithmetic calculations.

Ability to compile, collate, or classify data.

Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time, and work rapidly for long periods often amidst frequent distractions and interruptions, occasionally in stressful situations under time pressure.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to occasionally work extended hours, weekends and evenings and travel out of town for meetings, sometimes overnight.

II. RESPONSIBILITY:

Incumbent performs standard, recurring duties, according to Department policies and procedures, with priorities determined by supervisor and seasonal deadlines and service needs of the public. Incumbent receives indirect or occasional supervision. Work is reviewed in progress for compliance with Department policies and procedures and appropriate service to the public. Errors in incumbents' work are usually prevented and detected through procedural safeguards and notification from other departments, companies, agencies, and the public. Undetected errors may result in loss of money to department, other agencies, and/or public, and/or time for correction and inconvenience to other agencies of the public.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, attorneys, tax service agencies, title companies, mortgage companies, bank personnel, and the public, for the purpose of exchanging information and rendering service.

Incumbent reports directly to Auditor and Chief Deputy Treasurer.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting/walking at will, sitting for long periods, lifting/carrying objects weighing under 50 pounds, reaching, crouching/kneeling, bending, handling/grasping objects, keyboarding, speaking clearly, hearing sounds/communication, and close/far vision. Incumbent may be exposed to potentially irate/hostile individuals.

Incumbent is occasionally required to work weekends and evenings and travel out of town for meetings sometimes overnight.
