Purpose

Montech Inc. is seeking a qualified IT candidate to provide on-site support services for the U.S. Department of the Interior (DOI), Bureau of Indian Affairs (BIA), in Coolidge, AZ. The IT Support Consultant will work with the San Carlos Irrigation Project (SCIP) to enhance and maintain the Electric Utility Management System (EUMS) and related systems (UMS.net, NOVOTX Elements, GIS systems to support software system upgrades), including an online customer web portal and billing system. Enhancements will include online web presence through the BIA intranet and internet to provide online resources for SCIP electrical utility customers.

Key Responsibilities

The IT Consultant will provide guidance and may perform day-to-day system administration, network administration, and phone system integration into a network environment and will serve as the EUMS System administrator. Duties and oversite to include:

EUMS server administration over a Wide Area Network and Cloud Based environment.Personnel Identity Information System administrator.Supervisory Control and Data Acquisition administrator.Cisco phone switch administrator.SCIP wireless technologies administrator.BIA/SCIP agency Network administrator.Provide backup to the electrical utility billing administrator when needed.Primary Interactive Voice Response (IVR) Administrator.Primary EUMS LockBox Application Programming Interface (API) administrator.Assist with Create Marketing Material for Payment Options.Geospatial Information Systems (GIS) Integration Support.

Provide system administration support to agency Customer Information Systems services which involve high-level customization and utilization of the UMS.net software system. Day-to-day support requirements consist of the following.

Develop and manage the paperless billing process.Develop and manage encrypted security features of PDF energy bills.Develop and manage custom reports using Crystal Reports.Develop and manage custom queries in UMS.net.Maintain existing electrical utility rate structure codes and design custom codes for nonstandard agreements.Design, develop and manage unique customer forms within UMS.net.Design, develop and manage executables within UMS.net for MV-RS meter reading integration.Manage custom interface between check scanning software and UMS.net database for payment transactions.Maintain check scanning hardware daily per manufacturer guidelines.Manage third-party payment software interface between UMS.net and Treasury systems Includes pay.gov, OLBP, IVR, VISION 2020, social media marketing, GIS integration.Provide software and hardware support for BIA networks and systems.Provide support to BIA's Office of the Chief Information Officer for issue resolution.

Required Skills

Expertise in UMS.net, NOVOTX Elements, and GIS systems.Proficiency in Windows Server environments and SQL scripting.Experience with IVR systems, APIs, and online payment platforms.Knowledge of SCADA systems and Cisco phone switch administration.Ability to develop custom reports and queries using Crystal Reports.Strong troubleshooting skills for hardware and software issues.Security

Employment is contingent upon the ability to pass the pre-employment drug test and a federal security investigation (background check) in order to obtain a U.S. Department of the Interior Public Trust clearance prior to start date. The background investigation reviews employment, criminal, financial, and personal history to ensure there are no outstanding violations.
