Lead Referral Clerk

Job Summary:
Under the direction and minimal supervision of the Health Information Manager (HIM), the Lead Referral Clerk (LRC) is responsible for participation in and regulating the daily scheduling of all Referral Clerks to ensure smooth, efficient day to day operations. In addition to standard Referral Clerk (RC) duties, the LRC assist with training new staff member, promotes and enforces best practices, and sets the standard for all aspects of the job.

Essential Job Functions
  • Performs all standard RC duties.
  • Provides lead direction and oversight for RC staff including responsibility for results in terms of costs, methods, and personnel.
  • In conjunction with other Leads and Supervisors coordinates staffing, and back-up coverage to ensure efficient and effective delivery of patient services.
  • Assists with providing training, guidance, leadership, and support to new and current staff.
  • Coaches staff in accountabilities and competencies and effectively manage performance issues to resolutions.
  • Relays information and announcements from Clinic Site Manager to staff.
  • Assists with patient complaints or concerns and may provide input in addressing complaints.
  • Other duties may be assigned as needed.
General Agency/AHS Duties
  • Fosters an environment that promotes trust and cooperation among clients and staff.
  • Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
  • Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events.
  • Participates in general membership meetings, fundraisers, and other public events, as required.
  • Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
  • Attends AHS staff retreats and Board of Directors meetings, as required.
  • Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.
Minimum Qualifications
  • High school diploma
  • Three years of relevant work-related experience or any equivalent combination of education and experience.
  • Ability to speak, read, and/or write in Cantonese or Vietnamese
Preferred Qualifications
  • Familiarity with community health clinics.
Knowledge, Skills, Abilities
  • Proficiency with Microsoft Office applications, with intermediate to advanced level competency in Excel and PowerPoint.
  • Ability to work collaboratively with other AHS leads supervisors and managers with a focus on customer service and quality of care, exemplifying the core values and mission of the organization, always exercising utmost discretion, diplomacy, and tact inpatient/staff interactions.
  • Strong verbal and written skills in both English and target language.
  • Basic working knowledge of medical terminology.
  • Willingness and ability to work evenings and/or weekends; demonstrates flexibility in regards to job duties and assignments.
  • Ability to coach and develop individuals with high-potential in problem-solving, critical thinking, and decision-making abilities
  • Knowledge of cultural and perceptual factors that may affect patient treatment and communication.
  • Working knowledge of “Universal Precautions,” demonstrates professionalism at all times.
