POSITION DESCRIPTION: HOME CONFINEMENT SPECIALIST
I. INTRODUCTION
This position functions under the direct supervision of the Facility Director. This position works closely with the Case Managers and EPS to fulfill the accountability requirements as it pertains to residents and the, Bureau of Prisons policy and City of Faith Policy and Procedures. This position will assist the Case Manager in providing expertise as a member of the resident’s Correctional Program Unit, working closely with professional and contract staff members. Has professional responsibility for accountability and suitability of resident housing locations as it pertains to the Home Confinement, Home Pass and Furlough policy. The duties of this position require direct constant contact with individuals in confinement, who are suspected or convicted of offenses against the criminal laws of the United States, and the State of Arkansas and the State of Louisiana,
II. RESPONSIBILITIES AND MAJOR DUTIES
Under the direction of the Facility Director, this position serves as an inspector and oversight specialist for residents who are allowed to leave the facility on pass, furlough or home confinement. This position assists the Case Managers in the development and administration of a correctional program and for development of individual programs for specific residents. This position works with the Case Managers and Facility Director in the design and execution of studies to determine program effectiveness and the need for modification and improvement.
III. SPECIFIC DUTIES
- Inspection and evaluation of residents home and make determination if it meets the eligibility criteria of the Home Confinement program.
- Verify telephone type and services to determine eligibility. Inspection and evaluation of residents home and make determination for Pass and Furlough programs.
- Perform weekly verification checks for residents placed on home confinement.
- Perform random checks of residents on pass or furlough.
- Responsible for proper and accurate recordkeeping for all residents on Home Confinement, Pass or Furlough.
- Monitors all Home Confinement Telephone Check logs.
- Perform employment verifications on residents as requested
- Provides advice to the Director with respect to the maximum utilization of all community resources so that the positive attitudes and values can be strengthened, with the community as the focal point of orientation rather than City of Faith.
- Assists in duties as required by the Case Manager.
IV. DEMONSTRATED KNOWLEDGE, ABILITIES AND SKILLS
This position requires a demonstrated ability to follow detailed policies and procedures: to communicate clearly, concisely, and accurately; and to serve as an appropriate role model. Must have a good understanding of correctional history, law, philosophy, and practices, contemporary criminology theory, and must constantly work for self-improvement in the field of social work, interviewing and counseling techniques, and possess a comprehensive knowledge of the dynamics of human behavior. The individual must have a demonstrated knowledge of computerized word processing programs and other computerized applications. Must know and abide with the City of Faith emergency plan, physical plans of the facility, Bureau of Prisons SOW, Home Confinement Program Statement, and City of Faith Policy and Procedures. This position is subject to call in cases of emergency.
V. TRAINING AND EXPERIENCE
- High school or equivalency diploma required.
- One (1) years' experience in a correctional environment.
- An Associate Degree in a Social or Behavioral Sciences field is acceptable in place of training and/or experience.
- Demonstrated knowledge of word processing programs.
- Excellent verbal and written communication skills.
- Must have working knowledge of Microsoft Word, Excel, Adobe along with able to operate computers, pads, and phones with confidence.
