Responsibilities include planning and managing the administrative/business affairs of several clinical departments or divisions within the Department of Medicine and/or the Department of Neurology. In collaboration with department chairs, vice chairs, and division chiefs, is responsible for the development and execution of the business and strategic plans, the development, execution, and controls of budgets, assists in facilitating continuous improvements in operating efficiency, and coordinates staffing activities. This position has a primary report to the Chief Administrative Officer, and secondary (dotted line) reports to the department chair/vice chairs or division chiefs.
I. Major Responsibilities:
1. Coordinates organizational and personnel issues, such as the development and execution of organizational/staffing plans for faculty and non faculty, recruitment activities, physician compensation plans, administering merit increase programs, etc. Along with the chair, vice chair, or division chief, is accountable for financial performance vis-à-vis the annual budget.
2. Facilitates the development and execution of marketing plans and advertising and promotional activities for promoting department services to the community and outside groups. Coordinates efforts with corporate Strategic Planning and Marketing management.
3. Coordinates and implements Physician Employment Agreements, including monitoring periodic updates.
4. As directed by CAO, the chair/vice-chair, or division chief, assists in the design and implementation of a strategic/business plan, and coordinates activities to assist in the execution of the plan.
5. Works in conjunction with the Chief Administrative Officer to define and prioritize departmental strategies and direction. Collaborates with representatives of the Medical Center, Budget Office, Medical Group, and Medical School administration.
6. Represents divisions at administrative meetings within and outside of the Depts of Medicine and Neurology and internal and external to UMMHC/UMMS.
7. Leads and performs analytical studies of existing or proposed services and activities to provide the economic basis for management decisions to improve operational/financial performance and to realize productivity improvements. Works to increase the clinical revenue of the division.
8. Identifies trends and appraises causes and effects and highlights opportunities to improve performance. Gathers, selects, utilizes information on appropriate healthcare industry operational performance benchmarks to establish the most appropriate standards and reporting methodology (performance metrics) to foster on going improvements in operating efficiency/process improvements.
9. Develops and manages the annual Group Practice budgets for defined areas, reporting significant variances and trends, recommending corrective action, and producing forecasts. Reviews departmental needs and recommends priorities based on availability of funds. Devises funding strategies.
10. Reviews and monitors and approves expenditures of all clinical funds
11. Directs and supervises one or more Operations Supervisors to oversee divisional staff levels, human resources functions, physician coverage scheduling, billing processes and operations (including ensuring smooth running of Hospital clinics in tandem with respective practice managers).
12. Manages department data in all necessary fiscal and human resource databases, including the faculty and staff database, as well as Peoplesoft. Supervises all processes required for personnel action, including DEFAs and PAs.
13. Responsible for the time and effort reporting for their areas.
14. Assures that compliance policies are executed for the divisions and participating physicians.
15. Assists leadership in the improvement of the quality of care through continuous improvement programs. Develops, leads and coordinates a variety of quality improvement projects related to clinical and nonclinical processes within the department, assuring that corrective action is taken as necessary.
16. Works with the Chief Administrative Officer regarding overall HR, Legal and Finance issues and is accountable for maintaining congruence with overall department of medicine processes, policies, and procedures.
17. Maintains current knowledge of the National Patient Safety Goals and complies with the goals as applicable.
Standard Management Level Responsibilities:
1. Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.
2. Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.
3. Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
4. Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.
5. Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.

8. Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.
9. Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
10. Ensures adequate equipment and supplies for department.
11. Develops and maintains established departmental policies, procedures, and objectives.
12. Ensures compliance to all health and safety regulations and requirements.
13. Maintains, regular, reliable, and predictable attendance.
14. Performs similar or related duties as required or directed.

License/Certification/Education:
Required:
1. Bachelor’s Degree in Business Administration, Hospital Administration or a related area.
Preferred:
1. Master’s Degree in related area.
Experience/Skill:
Required:
1. 5 years of related experience, including 2 - 3 years in a supervisory capacity.
2. Must possess knowledge of Healthcare delivery systems, financial planning and forecasts of Healthcare operations, generally accepted accounting principles, and budget variance reporting.
3. Strong interpersonal skills necessary to communicate and interact with all levels of management.
4. Demonstrated ability to handle multiple priorities to work autonomously, and organize, coordinate and monitor project work.
Preferred:
Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.
Department-specific competencies, including age-specific competencies, and their measurements will be developed and maintained in the individual departments.
