POSITION SUMMARY

The Site Superintendent (Superintendent II) for the Malmstrom AFB Commercial Entrance Control Facility (ECF) provides daily onsite oversight and direct day‑to‑day management of all construction activities, subcontractors, craft workers, and safety for a new large vehicle inspection station and associated facilities at Malmstrom Air Force Base, Montana. This position serves as the primary onsite representative to the U.S. Army Corps of Engineers (USACE) Seattle District and the U.S. Air Force, ensuring the project is executed in strict accordance with the contract documents, USACE and installation standards, the approved schedule, and the project budget.​​

The work includes coordination and construction of circulation roads, vehicle parking, inspection station, and support buildings, ballistic‑rated overwatch tower, gatehouse, canine areas, fencing, drilled shaft foundations, and DoD‑approved active and passive vehicle barrier systems. The Superintendent is responsible for integrating security, force protection, and antiterrorism design requirements into construction means and methods while maintaining safe, continuous operations at an active Air Force installation.

ESSENTIAL JOB FUNCTIONS

  • Lead all onsite construction activities for the Malmstrom AFB Entrance Control Facility, including sitework, utilities, foundations, vertical construction, and installation of active/passive vehicle barrier and Under Vehicle Surveillance Systems (UVSS).​​
  • Serve as the day‑to‑day point of contact for the USACE Resident Office and Government Quality Assurance (QA) representatives, participating in preparatory, initial, and follow‑up phases of control, and all required USACE progress and coordination meetings.​
  • Coordinate and supervise subcontractors and craft labor to meet project milestones, maintain the critical path schedule, and minimize impacts to base security operations and traffic.​​
  • Support development and implementation of the project‑specific Contractor Quality Control (CQC) Plan and effectively execute the USACE three‑phase quality control process in coordination with the designated QC Manager.​
  • Enforce and support the Site Safety and Health Officer (SSHO) and Accident Prevention Plan in compliance with EM 385‑1‑1, OSHA 1910/1926, and contract safety requirements; immediately stop and correct unsafe work.​
  • Plan and oversee work sequences in and around secure perimeters, active gates, and convoy access routes, ensuring that construction phasing aligns with base security and traffic management requirements for the ECF.
  • Maintain accurate daily reports documenting labor, equipment, materials, inspections, tests, weather, site conditions, and photo documentation in USACE‑accepted formats and systems (e.g., RMS/QCS or equivalent).​​
  • Manage site logistics, including access control, laydown areas, material deliveries, and crane/equipment operations within the constraints of an active Air Force base.​​
  • Support review of submittals, RFIs, and design clarifications affecting constructability, security systems, and antiterrorism/force protection features.​
  • Assist in project closeout, including punchlist, testing, and commissioning of security and barrier systems, training of Government personnel, record documents, and final acceptance.
  • Ensures program compliance with all applicable laws, regulations, and company policies.
  • Provide proper flow of communication from upper management to team members and vice versa.

EDUCATION/TRAINING

  • Must possess a high school diploma or general equivalency diploma (GED).
  • Required Certifications: OSHA 30 (other requirements by contract or region)
  • Preferred Certifications: Certified Construction Manager (CCM), Construction Quality Manager (CQM), EM-385-1 Training

EXPERIENCE

  • Minimum of five to seven (5 - 7) years of experience in construction project management
  • General knowledge of federal contracting processes, practices, requirements, and guidelines for construction projects.
  • Demonstrated experience delivering projects on active military installations or secure federal campuses, preferably entry control facilities, vehicle inspection stations, or other security/force protection projects
  • Proven experience managing drilled shaft foundations, structural concrete, steel, and CMU construction, and installation of DoD‑listed active and passive vehicle barrier systems
  • Working knowledge of federal contracting processes and USACE procedures, including CQC, submittals, RFIs, modifications, and documentation standards
  • Strong familiarity and implementation of OSHA 1910/1926(other requirements by contract or region) .
  • Demonstrated knowledge and experience managing subcontractors.
  • Demonstrated knowledge and experience with proposal development and estimating.

SKILLS/ABILITIES

  • Demonstrated knowledge of construction means and methods.
  • In-depth knowledge and ability to read prints, plans, schedules, and inspections.
  • Strong knowledge of construction means and methods related to civil, structural, and security systems work typical of entrance control facilities
  • Strong verbal and writing skills required for communication with clients, management, and team members.
  • Strong computer skills using MS Office (Word, Excel, PowerPoint, etc.) and RMS.
  • Must be able to read, analyze, and interpret data
  • Ability to interpret and understand instructions furnished in written, oral, diagram, or schedule form.
  • Must be able to manage and supervise others.
  • Prioritize and re-prioritize tasks
  • Must be able to document issues and resulting resolutions.
  • Navigate time constraints and complete deliverables on time.
  • Be effective in a high-stress environment.
  • Organize/perform/assign work with minimum supervision.
  • Ability to solve practical problems; ability to interpret and understand a variety of instructions furnished in written, oral, diagram or schedule form

PHYSICAL DEMANDS

  • Must be able to stand, walk, or sit for prolonged periods.
  • Must be able to work in personal protective equipment, including but not limited to: safety glasses, fall-protection harness, protective footwear, hard hat, gloves, hearing protection, a full or half mask respirator, and/or face mask.
  • Must be able to lift up to 30 lbs

WORK ENVIRONMENT

The working conditions for this position may include the following:

  • Working indoors in an office or home office environment.
  • Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
  • When in the field, may be exposed to construction environments involving equipment, electrical or mechanical hazards, elevated work areas, confined spaces, dust, hazardous materials, and odors
  • Potential exposure to continuous loud noise produced by machinery and/or equipment.
  • This is an on-site position that requires work to be performed onsite at an Aleut location.

SPECIAL REQUIREMENTS

  • Must possess a valid and unrestricted driver’s license.
  • Must be able to pass pre-employment background screening.
  • Must be able to be cleared for base or site access.
  • Must have the ability to maintain assigned work hours and schedule based on project requirements.
  • Must be available for standby assignments/scheduled off-hours/emergency work as required
  • Must be able to travel as needed for projects and company requirements.
