Job Summary:
ACET is seeking a Program (Buyer) Financial Analyst to support aerospace program execution by embedding financial oversight within the Buyer organization. This role serves as a critical bridge between Operations, Program Management, and Finance, ensuring full lifecycle accountability from vendor invoice entry through government billing and final vendor payment.
The Analyst will drive invoice accuracy, cost reconciliation, funding compliance, and cash flow discipline across multiple contracts and task orders. The Program (Buyer) Financial Analyst is responsible for ensuring financial integrity and compliance across the procurement-to-payment lifecycle by: Ensuring all vendor invoices are accurately entered into Deltek Costpoint, Submitting government invoices in a timely and compliant manner, Monitoring receivables and confirming government payment status, Coordinating vendor payments only after receipt of government funds, Reconciling invoice, submissions, costs, and payments within Costpoint, Eliminating gaps between procurement execution and financial accountability
This role formalizes financial oversight within the Buyer function, ensuring completeness, compliance, and performance consistency as ACET scales operations.

Primary Responsibilities:
Financial Operations & Invoice Management
- Ensure all vendor invoices are properly entered, validated, and tracked in Deltek Costpoint
- Reconcile buyer-related costs against contract funding (CLIN/SLIN level)
- Maintain invoice logs and audit-ready documentation
- Prevent duplicate billing, missed invoices, or delayed entries
Government Billing & Receivables:
- Prepare and submit accurate government invoices in accordance with contract requirements (WAWF/iRAPT as applicable)
- Monitor invoice status and track government payments
- Maintain visibility of receivables and aging reports
Vendor Payment Control
- Coordinate with Accounts Payable to ensure vendor payments are issued only after government funds are received
- Validate payment accuracy and supporting documentation
- Strengthen vendor confidence through disciplined payment processes
Reconciliation & Variance Analysis
- Perform cost, revenue, and invoice reconciliation within Costpoint
- Conduct variance analysis to identify:
- Funding gaps
- Over-execution risks
- Unbilled costs
Program Financial Support
- Provide financial insight to Program Managers on:
- Budget status
- Burn rates
- Funding utilization
- Support Earned Value Management (EVM) alignment (as applicable)
- Assist with financial forecasting and manpower planning inputs
Compliance & Internal Controls
- Ensure compliance with FAR/DFARS, contract requirements, and internal policies
- Maintain clean audit trails and support DCAA/DCMA readiness
- Partner with corporate finance to enforce financial controls and reporting standards
Required Qualifications
- 2 years of experience in:
- Government contracting finance
- Program financial analysis
- Billing, AR/AP, or cost accounting
- Hands-on experience with Deltek Costpoint (required)
- Strong understanding of:
- CLIN/SLIN structures
- Government invoicing (WAWF/iRAPT)
- Proficiency in Microsoft Suite - Excel (reconciliations, variance analysis, reporting)
- Aerospace, Supply Chain, or related field, or equivalent manufacturing experience.
- Knowledge of aerospace material and part compliance standards (AS9100, ITAR, DFARS).
- Strong attention to detail and ability to manage large, complex data.
- Excellent communication and cross-functional collaboration skills.
- Self-motivated and Self Starter work approach.
Key Competencies
- Experience supporting DoD/NAVAIR programs
- Familiarity with Earned Value Management (EVM) principles
- Experience in procurement or buyer-related financial workflows
- Knowledge of DCAA-compliant accounting practices
- Strong analytical and problem-solving skills
- High attention to detail and accuracy
- Ability to operate cross-functionally in a fast-paced environment
- Effective communication with both operational and financial stakeholders
- Proactive mindset with a focus on process improvement and accountability
- Security clearance (or ability to obtain, if required by contract).
- Experience working with Buyers, Sourcing, or Contracts teams in a DoD or aerospace environment.
Physical Requirements:
- Must be able to lift, push, pull and manipulate 50lbs independently when needed.
- Position involves long periods of standing or sitting at a desk environment.
- FIT for Duty Physical may be required.
Location & Work Hours:
- Havelock NC – In Office Position Only
- M -F 7 AM – 3:30 PM or 8 AM – 4:30 PM
