About the Positions
Were seeking Sr. Right of Way Specialists to support large, heavy-civil infrastructure programs in highways, roads, and bridges, transit (including rail systems such as California High-Speed Rail), aviation (international airports), and water sectors delivered through both traditional and alternative methods. This role supports right-of-way (ROW) engineering and land surveying efforts across complex, infrastructure programs, with a focus on technical accuracy, document quality, and coordination of surveying deliverables.

Responsibilities may include, but are not limited to, the following:
- Review and coordinate ROW engineering and land surveying deliverables, including legal descriptions, plats, maps, and exhibits supporting acquisition and condemnation activities.
- Ensure surveying and ROW deliverables meet applicable standards for technical accuracy, completeness, consistency, and compliance with California regulations and agency requirements.
- Prepare, review, and validate legal descriptions, boundary determinations, and mapping documents for major linear infrastructure programs.
- Coordinate with design, ROW, environmental, and project management teams to support alignment between survey data, design development, and acquisition needs.
- Apply and support quality control processes for surveying and ROW deliverables across multiple contracts, consultants, and stakeholders.
- Coordinate monument preservation, recovery, and documentation efforts in accordance with California requirements.
- Support resolution of boundary conflicts, discrepancies, and technical issues related to survey data and ROW engineering.
- Collaborate with external stakeholders, including agencies, consultants, and contractors, to support delivery of ROW and surveying activities.
- Support compliance with applicable laws, codes, and standards governing land surveying and ROW engineering in California.
- Coordinate with project controls teams (cost, schedule, risk) to support alignment between surveying activities and program delivery milestones.

Minimum Qualifications
- Bachelors degree in surveying, engineering, or related field, or equivalent combination of education and experience.
- Active Professional Land Surveyor (PLS) license in the state of California.
- 8+ years of experience performing land surveying and ROW engineering work on large, complex infrastructure projects following licensure.
- Experience preparing and reviewing legal descriptions, plats, mapping exhibits, and acquisition/condemnation documents.
- Experience supporting ROW engineering activities for highways, rail, or other major infrastructure programs.
- Knowledge of applicable California laws, regulations, and standards governing land surveying, monument preservation, and ROW engineering.
- Experience coordinating across multidisciplinary project teams and external stakeholders.
- Experience working in client-facing or program delivery environments.
- Experience using surveying software, mapping tools, and CAD platforms (e.g., AutoCAD Civil 3D or similar) to support preparation and review of survey and ROW deliverables.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in surveying or engineering.
- Experience working in DB, CMGC, or other alternative delivery environments.
- Experience supporting large-scale acquisition or condemnation programs.
- Experience working with advanced surveying workflows, mapping systems, or digital deliverable environments on large infrastructure programs.
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
Expected Salary: $120k-$195k/year ($57-$93/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
