DESCRIPTION
Early Head Start Child Care Partnerships, part of SAL Community Services, is the Quad Cities areas leading provider of early childhood care and education. We provide a safe, secure and supportive environment centered on how playing can charge the mind of the children we care for.


The Early Head Start-Child Care Partnership (EHS-CCP) Program Director will provide leadership, oversight and management of the EHS-CCP program. The EHS-CCP Program Director is responsible for effective service delivery, contract compliance, intra- and inter-agency coordination, and evaluation of performance in accordance with Head Start Performance Standards, Illinois Department of Human Services, Illinois Department of Human Services (IDHS) Child Care Licensing, and other local/state regulations. You will:
  • Responsible for overall implementation, ongoing performance, direction, coordination, and evaluation of the overall Early Head Start Child Care Partnership federal program and Illinois Department of Human Services Home Visiting state grant program through SAL Community Services.
  • Work in coordination with the EHS Parent Policy Council, the Early Head Start CCP Managers, the Vice President of Early Care and Education, and other directors on program planning and development, integration, ongoing monitoring, human resources, and continuous quality improvement.
  • Ensure that governance requirements are met and provide training to the Parent Policy Council and SAL Board members on an annual basis and as needed, as new members are elected to Policy Council or the Board.
  • Oversee data collection and analysis including, but not limited to, annual Early Head Start Assessment, Annual Reports, and Community Assessment.
  • Complete and submit the required reports in a timely manner as required by agency leadership, EHS CCP program standards, and federal/state funders.
  • Ensure analysis of data to develop action plans to best respond to families, children, and program needs.
  • Provide leadership, coaching and mentoring to management team.
  • Maintain on-going communication with managers regarding the reporting of unusual incidents and follow-up.
  • Ensure the responsibilities, authorities, and accountabilities of all subordinates in accordance with organization and grantor policies and applicable federal and state laws.

Qualifications

Education and Experience
Required: Bachelor's Degree in Early Childhood Education, Administration or related social science field. At least three years of experience is required in supervision of staff, fiscal management, and administration. Preferred: Master's Degree in required fields. Candidates with five or more years of early care and education experience and/or prior knowledge or experience in Head Start/Early Head Start program operations will be given preference.
