Job Description

Role Overview

The Oregon Communications Specialist will support the implementation of education, outreach and communications as outlined in CAA Oregon’s program plan. In this role, you’ll help deliver statewide education and outreach that supports Oregon’s transition to a modernized recycling system. You’ll turn program requirements and research into clear, practical messages for households and communities, and help ensure campaigns are data-driven, delivered on time and measured for effectiveness.

Key Responsibilities

Education, Outreach and Communications:

  • Assist with the development and execution of CAA’s E&O and communications strategies.
  • Coordinate production, sending, and performance tracking for the monthly RecycleOn Oregon newsletter (list growth, opens/clicks, and content optimization).
  • Manage statewide print material orders end-to-end (intake, review/approval, vendor coordination, inventory/fulfillment, tracking and reporting).
  • Draft and coordinate review of media materials (press releases, statements, FAQs) and support earned media outreach and tracking.
  • Serve as the primary day-to-day liaison for the E&O Portal—triage user needs, document issues, coordinate fixes with developers and create basic user guidance.
  • Support social media content planning and community management across priority platforms (Facebook, Instagram, TikTok, etc.).
  • Organize events, webinars, and other promotional activities.
  • Support the analytics team with collecting campaign data and preparing reports that help drive optimization efforts.
  • Assist with tracking deadlines and deliverables.
  • Ensure consistency in brand tonality and layout for E&O collaterals through tailored messaging design.
  • Performs other work-related duties as assigned.

Skills & Competencies

  • Proven ability to steward an overall brand presence and tone, with excellent attention to detail.
  • Experience coordinating multi-step reviews with multiple interest holders and tight deadlines.
  • Strong project management skills for complex internal and external workflows.
  • Ability to translate technical/policy topics into plain-language public communications.
  • Comfortable working with vendors/contractors (printing, creative, web).
  • Excellent writing, editing, and interpersonal skills; credible presence with public agencies and contractors

Qualifications

Required

  • Bachelor's degree and 2+ years of experience in marketing, communications, education and outreach or a related field; or equivalent experience.
  • Exceptional writing skills and experience writing for a variety of formats, including email, presentations, reports, websites, and media materials.
  • Proficiency with Microsoft 365 and collaboration tools; familiarity with CRM and content platforms.

Preferred

  • Bilingual English/Spanish strongly preferred.
  • Local government or interest holder engagement experience.
  • Environmental/recycling/behavior-change campaign experience.
  • Knowledge of photo editing software (Photoshop, Canva, or similar)

Compensation & Other Information

  • Location: Must reside in the State of Oregon or SW Washington. Some travel is required. This position is mainly remote.
  • Pay Rate: Based on a variety of factors in accordance with applicable law including the successful candidate’s relevant experience, skills, knowledge, and experience.
  • Reports To: Oregon Communications Manager
